Mission and Objectives

UNFPA is the United Nations sexual and reproductive health agency with the mission to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA calls for the realization of reproductive rights for all and supports access to a wide range of sexual and reproductive health services – including voluntary family planning, maternal health care and comprehensive sexuality education. UNFPA has been active in Bangladesh since 1974 to achieve the three transformative results - ambitions that promise to change the world for every man, woman and young person to 1) end unmet need for family planning, 2) to end preventable maternal death, and 3) to end gender-based violence and harmful practices. Currently, UNFPA is implementing 10th Country Programme (2022-2026) in Bangladesh. UNFPA’s main office is in Dhaka, while there is a sub-office in Cox’s Bazar to coordinate UNFPA’s humanitarian efforts in response to the Rohingya refugee crisis.

Context

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. UNFPA’s strategic plan focuses on three transformative results: (1) end preventable maternal deaths; (2) end unmet need for family planning; and (3) end gender-based violence (GBV) and harmful practices, including child marriage. These results capture our strategic commitments to accelerating progress towards realizing the SDGs in the Decade of Action, leading up to 2030 and the ICPD agenda. Our strategic plan calls upon UN Member States, organizations and individuals to “build forward better, recover lost gains, and realize our goals, while addressing the growing impacts of the megatrends including climate change, demographic shifts, and rapidly evolving technologies on women’s and girls’ access to sexual and reproductive health and reproductive rights. In a world where fundamental human rights are at risk, we need principled and ethical staff who embody these international norms and standards and who will defend them courageously and with full conviction. UNFPA is seeking a candidate who can transform, inspire, and deliver high-impact and sustained results; we need staff who are transparent and exceptional in how s/he manages the resources entrusted to her/him and who commit to delivering excellence in programme results. The UNV will contribute to UNFPA’s humanitarian response programme in Cox’s Bazar. S/he will support UNFPA interventions that bring together the sexual and reproductive health, GBV, and adolescent empowerment at the refugee camps and the host community. The humanitarian interventions in Cox’s Bazar are coordinated by the Intersectoral Coordination Group (ISCG) across eight sectors. UNFPA leads the coordination structures across all its three thematic areas - Sexual and Reproductive Health Working Group (SRH WG) under the health sector, the GBV Sub-Sector (GBV-SS) within the protection sector, and the Youth Working Group (YWG) directly under the ISCG. The annual Joint Response Plan (JRP) serves as the Humanitarian Response Plan in Cox’s Bazar, which is coordinated through the intersectoral coordination groups and the various sectors affiliated with it. UNFPA programmes – generously supported by various donors, including Japan – fall within the health sector, protection sector, GBV-SS, as well as the livelihood and education sectors.

Task Description

The UNV-Programme Analyst will be based in the UNFPA Sub-Office in Cox’s Bazar. Under the overall supervision of the Head of Sub-Office ( HoSO, P-5) and direct supervision by the humanitarian coordinator (P-3), the UNV will be responsible for timely analysis, support to the development of resource mobilization concept notes and donor reports, coordination support during humanitarian emergencies, and a close coordination with the thematic team leads on compliance issues as part of management of funds spread across different units. The UNV-Program Analyst will work in close collaboration with the International Operations Manager, the thematic team leads and program staff, the Personal Assistant to the HoSO, and other programme and operations staff of UNFPA Bangladesh. Support humanitarian coordination: - Under the overall guidance of the Head of Sub-office, in close collaboration with the humanitarian coordinator, provide coordination support to UNFPA’s humanitarian and nexus activities in the Rohingya camps and host communities in Cox’s Bazar. This will include contributions to coordinated assessments, programme planning and budgeting, ensuring continuous integration of UNFPA mandate areas while developing appeals, proposals, and reports. - Participate in external inter-agency/working group/coordination meetings to share knowledge and advocate for the mandate of UNFPA in Cox’s Bazar and Bhasan Char when required. - Coordinate and participate in joint monitoring visits, together with colleagues from the different teams in the Cox’s Bazar office; assist teams in following up on monitoring recommendations and findings. - Provide support during the development of Humanitarian Action Overview (HAO), Minimum Preparedness Action (MPA), and the implementation of the Business Continuity Plan (BCP), should there be a need to activate it. - Support and coordinate the implementation of the UNFPA Standards Operating Procedures for humanitarian settings. - Advocate for the inclusion of ICPD( International Conference on Population and Development) PoA ( Programme of Action ) in emergency response and seek to ensure UNFPA is well-positioned in resource mobilization efforts, including humanitarian funding mechanisms such as the Joint Response Plan, Flash Appeals, and CERF ( Central Emergency Response Fund). - Support the development of CERF and Flash Appeal proposals and ensure quality review. - Provide necessary support during the development of the Joint Response Plan for Cox’s Bazar and Bhasan Char in coordination with other sectors for SRH ( Sexual and Reproductive Health) , GBV ( Gender-Based Violence), and A&Y ( Adolescents and Youth ). Support program implementation and fund management coordination: - Provide support to ensure coordination, coherence, and quality assurance for cross-unit projects, including those that span Cox’s Bazar and Dhaka-based interventions. - Provide substantive support to the Head of Sub-Office and humanitarian coordinator on compliance issues, including environmental and social safeguard requirements, Protection from Sexual Exploitation and Abuse (PSEA), fraud risks, etc., by closely working with other programme and operations staff. - Support the humanitarian and grants management team to organize fund management meetings and follow up on action plans. - Support the organization of the monthly program team meeting and follow up on action plans. - Closely collaborate with the M&E team to support, follow up on program team meetings and mission report action points. - As appropriate, participate in /ensure the inclusion of UNFPA’s core Areas of Responsibility in rapid field/needs assessments of the crisis-affected populations. - Visit the Refugee and host communities and conduct in-depth interviews with camp managers and other humanitarian agencies present on the ground to gather information on the immediate needs of the people and the services to be provided. Support resource mobilization, donor relations, and partnerships: - Support resource mobilization and partnership development, ensuring full compliance with UNFPA’s corporate policy and procedures on resource mobilization. - Support the HoSO and the humanitarian coordinator in managing internal coordination regarding resource mobilization and donor relations. - In close coordination with the partnership management functions based in Dhaka, engage in the analysis of political and developmental trends as well as donor intelligence in Bangladesh, perform research on topics assigned, and synthesize information into a clear summary to facilitate knowledge management and decision-making by the Senior Management. - In close collaboration with the communications officer, provide support to review and edit talking points, briefs, background materials, etc., ensuring accuracy, completeness, and strategic messaging, in liaison with relevant team leads. Draft, edit and finalize correspondence for the Sub Office, as requested. - Support the development of concept papers, funding proposals, fact sheets, project updates, donor reports, and other communication products to be submitted to partners, donors, and counterparts. - Actively explore private sector partnerships in collaboration with other relevant program staff. - Support the finalization of agreements with donors, clarifying the timeline, duration, communications, reporting requirements, and other relevant details for the project. - Provide support for the arrangement of donor visits, in close collaboration with the communications team. - In collaboration with the communications team, provide relevant support for donor missions as well as governmental monitoring missions as needed. Communication/ Reporting: - Work with the UNFPA Bangladesh team in preparing relevant messaging/advocacy materials and updates for relevant stakeholders and partners, including for APRO ( Asia-Pacific Regional Office) management/UNFPA HQ. - Support the Humanitarian Coordination and Grants Management team in Cox’s Bazar for the quality control, editing, and proofreading of reports to donors, Head quarter's and Regional Office, external and internal correspondence (letters, interoffice memoranda, email), brochures, policy briefs, factsheets, press releases, presentations and speeches. - Support the drafting of both internal and external UNFPA situation reports, as well as donor reports, briefings, and fact sheets. - In collaboration with the Grants Management Analyst, track and regularly update supported humanitarian interventions (i.e., status of funding proposals, distribution of supplies, training). Furthermore, UN Volunteers are required to: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; - Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; - Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; - Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; - Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarks
Cox's Bazar is a district of Bangladesh, and it is famous for its fishing ports and tourism. It is one of the most-visited tourist destinations in Bangladesh. The beach in Cox's Bazar is an unbroken 120 km (75 miles) sandy sea beach with a gentle slope, making it the second longest sea beach in the world. The climate of Cox's Bazar is similar to the rest of the country. The climate of Bangladesh is generally determined by its location in the tropical monsoon region: high temperature, heavy rainfall, generally excessive humidity, and distinct seasonal variations. It is further characterized by its location in the coastal area. Historically Cox’s Bazar, like other parts of Bangladesh, is a safe place to live. Since August 2017, with the large-scale Rohingya influx from Myanmar, Cox’s Bazar is seen as a district with a humanitarian crisis. Culturally Cox’s Bazar is very diverse and well-known for its traditional heritage. The communications systems in Cox’s Bazar are well-developed and the district is well-connected with other cities. All the national mobile networks are operational in Cox’s Bazar. Travel by rickshaw is also permitted within Cox’s Bazar only during daytime. Cox’s Bazar has a domestic airport. Cox’s Bazar is currently classified as a family duty station. UN International staff are supposed to live in the areas approved by the United Nations Department of Safety and Security (UNDSS). A flat with 1-2 bedrooms with separate bathrooms, often rented out to tourists, is the most common housing option in Cox’s Bazar. The price range varies depending on the size, the number of rooms, and the location of the apartments, renting a 2-room apartment costs around 50,000-150,000 BDT (400-1,300 USD) per month. The Sub-Office in Cox’s Bazar is housed in a refurbished hotel, which it shares with UNDSS and WHO. The office provides a paid shuttle service for the commute of staff members, while international staff who live in the UNDSS-approved areas will be able to walk to the office. Tomtoms (auto-rickshaws) are a popular form of transportation in Cox’s Bazar, providing an alternative transportation option for staff members.
