Context

The World Health Organization (WHO) is supporting Sudan by leading and coordinating health response activities in line with its global mandate to promote, protect, and restore public health. WHO is working to ensure the continuity of essential health services, strengthen disease surveillance systems, and support the detection and control of outbreaks. It provides lifesaving medicines, emergency medical supplies, and technical guidance to health facilities across the country. In collaboration with national health authorities and partners, WHO is helping to rebuild damaged health infrastructure, improve infection prevention and control, and strengthen health workforce capacity. WHO also leads the Health Cluster, coordinating humanitarian partners to ensure an effective and equitable response. Through its normative and technical role, WHO supports Sudan in developing policies, guidelines, and strategic plans to improve public health outcomes and ensure that vulnerable populations continue to receive critical healthcare services despite the ongoing crisis. The PMO reports directly to the Programme Management Unit, Manager under the overall guidance of the WHO Country Office Representative. S/he will be working closely with counterparts at the respective Regional Office and Headquarter, the incumbent will have the front-line responsibility for project management and collaborate with other team members on all aspects of the implementation of technical and operational activities. S/he will have extensive contact with a broad range of staff across the WHO Country Office and beyond, to strengthen collaboration and coordinate, prioritize, implement and monitor the Implementation Mission Support for the PMU projects - WHO programmes and activities. The incumbent will have ongoing contacts with partner organizations, other UN agencies, with official representatives from Member States to encourage effective collaboration and information-sharing. Assignments require ongoing contacts with staff at all levels throughout WHO, in country and including the Regional and Headquarter Office as appropriate, to receive advice and exchange.

Task Description

Within the delegated authority and under the supervision of the Programme Management Unit manager, the UN Volunteer will: 1. Provide technical support to the overall programme management cycle and duties, grants management, budget, work planning, including the development, day-to-day operation, risk management and risk register, monitoring and evaluation of work plans to ensure the effective execution of Sudan WHO Country office Programme Management Unit’s projects, including emergency preparedness and response and health system strengthening. 2. Work closely with technical leads, procurement and logistics, and other teams, to monitor implementation rate and ensure that activities, procurement and delivery are implemented on a timely basis. 3. Support the overall grants management and ensure proper use of designated funds to achieve results and ensure the expenditures are aligned with the approved agreements and correctly reflected in the donor technical and financial reports and briefs. 4. Coordinate and be responsible for the planning, preparation of monitoring and evaluation and progress reports, briefings, proposals, mission reports, communications and advocacy documents. 5. Facilitate and attend various project management meetings including implementation missions for Programme Management Unit managed projects, coordinate relevant activities, ensure timely reporting by partners and predictable follow-up on agreed action points with relevant stakeholders. 6. Develop flexible and innovative solutions to support WHO's outbreak and health emergency operations, in line with the IMS standard operating procedures. 7. Work closely with the Programme Management Unit Team Lead to support the promotion of integrated approaches and cross-programme collaboration in the entire results-based management cycle that is anchored in the country cooperation strategy. Liaise with Resource Mobilization Officer and contribute to proposal development to secure rapid funding for immediate needs; with sustainable, predictable financing for programme activities. 8. Perform any other related duties, as required by the functional supervisor.

Living conditions and remarks
Port Sudan is a Category E hardship duty station and non-family duty station. The Rest and Recuperation (R&R) cycle for the Port Sudan duty station is 4 weeks. Movement of international staff is restricted and takes place in UN vehicles. Working for the UN in Sudan provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. As this is an international UN Volunteer expert assignment, WHO will be responsible for arranging volunteer housing. International UN Volunteers receive a volunteer living allowance to sustain a basic, adequate, and safe lifestyle. This allowance varies from one location to another depending on local living costs, but all International UN Volunteers experts in the same location receive the same allowance.
