Mission and Objectives

In support of the Government of Zimbabwe, the United Nations Development Programme (UNDP) has embarked on the implementation of a five-year Country Programme Document (CPD) 2022-2026. UNDP focuses on areas that have a multiplier effect through a targeted build-up of capacities, policies, the creation of dialogue space, and scalable downstream interventions. Proposed downstream interventions will seek to provide platforms for citizen engagement in democratic processes and facilitate access to skills, knowledge and new technologies for increased income generation. In so doing, UNDP Zimbabwe renders its support through the following three programmatic areas: 1. Democratic Governance 2. Inclusive Growth and Sustainable Livelihoods 3. Climate Change and Resilience Building

Context

In support of the Government of Zimbabwe, the United Nations Development Programme (UNDP) is implementing the Country Programme Document (CPD) 2022–2026, which prioritizes interventions with a multiplier effect through capacity development, policy support, dialogue facilitation, and scalable downstream actions. Within this framework, the Government of Zimbabwe, with support from UNDP and development partners, is establishing the National Resilience Platform (NRP) to strengthen coordination, knowledge-sharing, and collaboration on resilience-building initiatives. Pursuant to the above, the UNDP CO has a need for a National Resilience Platform Officer UNV for ensuring this objective is fully achieved.

Task Description

Within the delegated authority and under the supervision of the ZRBF Project Coordinator the UNV National Resilience Platform Officer will perform the following: 1. Platform Establishment Support o Assist in drafting the operational framework and standard operating procedures (SOPs) for the National Resilience Platform. o Support the development of a governance structure, including roles and responsibilities of key stakeholders. o Facilitate stakeholder consultations to define priorities, modalities, and operational arrangements. 2. Coordination and Operationalization o Support the Ministry of Lands, Agriculture, Fisheries and Rural Development in coordinating meetings, workshops, and consultations related to the platform. o Develop and maintain schedules, action plans, and progress trackers for platform activities. o Facilitate communication between government entities, UN agencies, NGOs, and other partners to enhance engagement in the National Resilience Platform work. 3. Knowledge Management and Information Sharing o Assist in designing a knowledge management system to capture lessons, best practices, and data related to resilience initiatives. o Support strengthening climate data collection, coordination of scientific research and integration of climate information in resilience o Support the compilation and dissemination of reports, newsletters, and policy briefs. o Support setting up of digital platforms, dashboards, data portals, or secure repositories o Ensure that information shared on the platform is accurate, timely, and accessible to stakeholders. 4. Capacity Development Support o Assist in planning and organizing training sessions, workshops, and capacity-building activities for stakeholders engaged in the platform. o Provide technical support to the Ministry to strengthen institutional capacities for resilience coordination. 5. Monitoring and Reporting o Support monitoring of platform activities and preparation of regular progress reports. o Provide inputs for donor briefings, strategic planning documents, and UNDP reporting requirements. 6. Other Duties - Perform any other related duties as required or assigned by the supervisor or the Ministry of Lands, Agriculture, Fisheries and Rural Development

Living conditions and remarks
The capital Harare lies at an altitude of 1450m above sea level. The middle plateau is Malaria free, and prophylaxis is highly recommended in low lying and hot areas. The currency in use is the Zimbabwe dollar and the United States dollar in some places. Foreign exchange bureaus are available, and all basic food and accessories are available. There are public and private health facilities as well as many social amenities available in Harare. Harare is a cosmopolitan town full of culture and history. It has over a million residents and a large UN agency presence. The Security Level in Harare is classified as Low (Level 2) as per the UN security management system in Zimbabwe. There are no major security challenges to UN operations in Harare. However, individuals must be on the alert as crime, mainly robberies, house break-ins and smash & grab thefts from motor vehicles at traffic lights and road accidents are some of the increasing risks to the UN in Zimbabwe. Different types of long-term accommodation are available in Harare. House rentals and prices differ depending on size, location, and furnishings. You are advised to check with the UNDSS Security Advisor on recommended areas. Ensure that the property has good access to water with a prolific borehole with a water tank in place. There are a few reliable online platforms available to enable one to find accommodation more smoothly once they are within the country. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
