Mission and Objectives

UNICEF is the only organization mandated by the United Nations General Assembly to safeguard the rights of all children everywhere. That mandate is rooted in the 1989 Convention on the Rights of the Child (CRC), which sets out universal and indivisible rights. UNICEF has been working in Cambodia since 1952 to protect the rights of children UNICEF promotes the rights and well-being of every child in everything it does. Together with our partners, we work to translate this commitment into practical action, with a dedicated effort to reach the most vulnerable and excluded girls and boys in urban and rural poor areas of Cambodia. We focus on equity, so our achievements benefit all children.

Context

UNICEF Cambodia operates as part of the United Nations system, collaborating with the government, civil society, and development partners to uphold its mandate of promoting and protecting the rights of children and women. Under its new country programme (2024–2028), UNICEF focuses on advancing children’s rights in Cambodia by implementing climate-smart social services across five key programme areas: Health and Nutrition, Education, Child Protection, WASH (Water, Sanitation, and Hygiene), Policy and Public Finance for Children (PPF4C). Climate and environmental sustainability serve as cross-cutting priorities, ensuring these considerations are embedded in all programme areas. To support the implementation of these climate-smart social service initiatives, UNICEF Cambodia is seeking to onboard a National UN Volunteer – Climate Officer. This role will involve working across the five programme sections, contributing to the integration of climate resilience into core services and advancing the organization’s mission of safeguarding children’s rights while addressing the challenges posed by climate change.

Task Description

Under the direct supervision of the WASH and climate officer, the Climate Officer will undertake the following tasks: - Technical and administrative support in the implementation of the climate resilient WASH activities, including the development and dissemination of the e-learning content for climate resilient WASH. - Technical and administrative support in the development of climate risk-informed provincial action plans to reduce the children’s risk to climate impact in very high (Children’s Climate Risk Index) CCRI provinces and in the documentation of the results. - Provide technical support for climate-related data analysis and GIS mapping to inform climate advocacy documents and climate-smart social service funding proposals. - Technical and administrative support to UNICEF’s activities on climate and youth engagement, including attending coordination meetings and youth- and climate-related events in the country. - Administrative and coordination support in the planning and organization of meetings and workshops related to climate-resilient WASH and broader climate initiatives. - Perform other tasks as needed to facilitate the implementation of climate-resilient WASH, climate, and environmental activities.

Skills and experience
- Experience: At least 3 years of professional experience in climate change, data analysis and GIS mapping - Interpersonal skills: Strong communication and coordination skills, with the ability to work collaboratively with diverse partners, including internal UNICEF teams, government stakeholders, youth organizations, and local authorities at the sub-national level. - Language skills: Fluency in both written and spoken English is required.

Living conditions and remarks
This is a national UNV position, so the NUNV will stay in their own accommodation. The living conditions in Phnom Penh are overall good, accessible to different amenities. Phnom Penh is overall safe with precautions during late night. Entitlements of National UN Volunteer include Entry Lump Sum Allowance (USD400), Monthly Volunteer Living Allowance (VLA) for the UN Specialist Volunteer in Phnom Penh, Cambodia, at about USD784 (*) paid in local currency equivalent; Insurance Coverage (Comprehensive health, life, and malicious acts insurance); Annual Leave of 2.5 days per month; Access to UNV’s learning and career development resources; and Exit Lump Sum Allowance (1-month VLA/12 months) payable upon successful completion of the assignment.
