Mission and Objectives

WHO leads the global efforts in public health to coordinate the world’s response to health emergencies, provide technical support to expand universal health coverage, serve the vulnerable - so everyone, everywhere can attain the equal chance to live a healthy life.

Context

WHO’s emergency programme aims to design and implement initiatives that prepare the health sector to deal with emergencies and improve health during and after crises. Within the emergency programme, the emergency response team’s objectives are to: 1. Promptly assess health needs of populations affected by crisis, identify priority causes of ill-health and death, prepare damage estimates and emergency response/rehabilitation plans, provide credible health information, and ensure continuity of essential health services. 2. Coordinate and monitor emergency health relief efforts under the Inter-Agency Standing Committee Health Cluster, led by WHO. 3. Ensure critical gaps in health response are identified and addressed quickly. 4. Revitalize and strengthen national health systems to enhance preparedness, mitigation, and response capacity. The purpose of this assignment is to provide support to Resource Mobilization (RM) team and senior management in regard to the implementation of resource mobilization and external relations for the Country Office in multiple programmatic areas within the context of the emergency and early recovery programing in Syria.

Task Description

Under the direct supervision of the Resource Mobilization and External Relations Officer and the general guidance of the Deputy Country Representative, the UN Volunteer follows WHO guidelines in consultation with their supervisor and senior management. The role includes developing donor reports, proposals, and briefing documents, advising on strategic plans in collaboration with UN agencies, HQ, and other partners, and working closely with the resource mobilization and grant management units in EMRO and HQ. The incumbent will maintain regular contact with relevant technical units in WCO, EMRO, and HQ, performing routine tasks independently while consulting on complex matters with the supervisor. Summary of Assigned Duties - Assist in preparing briefing documents and meeting proposals for regular donor engagement. - Support engagement with targeted partners at national, local, and community levels to encourage participation in fundraising initiatives. - Assist in coordinating with WRO and technical teams, including the organization of meetings with government bodies and counterparts. - Support the preparation of proposals, reports, and briefing documents in line with WHO and donor requirements. - Assist in reviewing official correspondence and reports to ensure quality and accuracy. - Facilitate the introduction of funding opportunities on the Contributor Engagement Management (CEM) platform and other internal forums to support launch activities effectively. - Ensure timely and accurate reporting within funds tracking tools to promote transparency and accountability. - Collaborate with the communications department to develop donor visibility products that adhere to established quality standards and donor requirements. - Accompany the Resource Mobilization and External Relations Specialist to official conferences and meetings, providing translation support when required.

Minimum 1 year experience in report writing, project development, resource mobilization, or related areas. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Damascus.
