Mission and Objectives

UNDP works with the Government and people of Pakistan to develop local solutions to development challenges. UNDP promotes transformational change by fostering strategic partnerships with national counterparts in the federal, provincial and regional governments, civil society, the private sector and the local and international community. UNDP supports transformational change by providing technical assistance focusing on developing capacity within national and local authorities, providing solutions with strong monitoring and evaluation tools, and delivering programmes with maximum efficiency, transparency and accountability. UNDP’s ultimate goal is to improve the lives of the people of Pakistan through keeping people out of poverty; governance for peaceful, just and inclusive societies; crisis prevention and increased resilience; nature-based solutions for development; clean affordable energy; and women's empowerment and gender equality.

Context

Between June and August 2022, torrential rains and a combination of riverine, urban, and flash flooding led to an unprecedented and devastating disaster in Pakistan that led to a huge humanitarian crisis and set back Pakistan’s development trajectory considerably. With support from the Government of German through KfW Development Bank (KfW), UNDP has launched the Flood Reconstruction and Coordination Programme which aims to deliver results in the three concrete areas, i.e., (1) improved transparency and accountability of the financial resources being allocated for flood recovery through enhanced Monitoring & Evaluation (M&E) systems. (2) improved governance mechanisms and capacities for resilient flood recovery; and (3) enhanced recovery support through reconstruction of houses and rehabilitation of community physical infrastructure in Quetta district.

Task Description

The UN Volunteer will work under the supervision of UNDP FRP and in close coordination with the Planning and Development Department, Government of Sindh. The UN Volunteer will carry out the following duties: Data Management and Engineering - Develop, clean, structure, and manage datasets required by the Provincial RRU. - Build basic data pipelines and integration workflows to support the flow of information between provincial systems and RRU platforms. - Organize and validate provincial level data for use in monitoring and reporting processes. - Ensure that provincial data is compiled and prepared for feeding into the larger 4RF dashboard. Data Analysis and Visualization - Conduct descriptive and analytical assessments of project, financial, and geographic data. - Prepare data summaries, charts, and visual outputs for senior officials, donor meetings, and coordination forums. - Develop and maintain visualizations using tools such as Power BI, Tableau, or other approved platforms. - Support the creation of performance indicators and progress summaries based on provincial recovery data. Support to Monitoring and Reporting - Assist the Provincial RRU in preparing monthly, quarterly, and annual progress reports. - Compile data from district offices, line departments, and implementing partners. - Support verification and quality checks of reported data. - Ensure alignment with FRP and 4RF reporting requirements. Technical Support and Documentation - Provide technical support to P&DD staff in data extraction, cleaning, and file management. - Maintain documentation including data dictionaries, SOPs, and user guides. - Coordinate with technical teams working on the 4RF dashboard to ensure smooth integration of provincial data. - Support troubleshooting in collaboration with the software developer and UNDP technical teams. Coordination and Capacity Support - Participate in provincial level consultations and review meetings related to data and monitoring. - Train P&DD and RRU staff on basic data handling, visualization, and reporting practices. - Liaise with line departments to collect, organize, and validate datasets required by RRU Sindh.

Living conditions and remarks
As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station. Assignment remarks: This is a national UNV assignment, and a Volunteer Living Allowance (VLA) of PKR 131,372 is provided monthly to cover housing, utilities and normal cost of living expenses. Life health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
