Mission and Objectives

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. As the international community has committed to end hunger, achieve food security and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty. For its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war and conflict, WFP was awarded the Nobel Peace Prize in 2020. In 2020, WFP assisted 115.5 million people – the largest number since 2012 – in 84 countries. On any given day, WFP has 5,600 trucks, 30 ships and nearly 100 planes on the move, delivering food and other assistance to those in most need. These numbers lie at the roots of WFP’s unparalleled reputation as an emergency responder, one that gets the job done quickly at scale in the most difficult environments. WFP’s efforts focus on emergency assistance, relief and rehabilitation, development aid and special operations. Two-thirds of our work is in conflict-affected countries where people are three times more likely to be undernourished than those living in countries without conflict.

Context

WFP Tajikistan has strong evidence-based approach for the design, targeting, implementation, monitoring and accountability of its programme and activities. WFP is on the way of strengthening and integrating innovative and digital solutions for more robust data collection and analysis alongside the full implementation of its Country Strategic Plan (CSP) for 2026-2030. WFP Tajikistan implements a range of projects across the food value chain, including livelihood support, irrigation systems, climate-smart agriculture, school feeding programs, and logistics hub development. Targeting, monitoring and assessing these projects require accurate and up-to-date spatial data to support planning, reporting, and decision-making. The UN Volunteer will contribute to COMET output monitoring, support data quality checks and results reporting, and assist in consolidating and visualizing monitoring and assessment findings to enhance programme performance and evidence-based decision-making.

Task Description

Under the supervision of the Head of Research, Assessment and Monitoring (RAM) Unit, the UN Volunteer will undertake the following tasks: •Support COMET-based output monitoring, including data entry, verification, and routine quality checks to ensure accuracy and completeness of programme results. •Assist in consolidating monitoring data from field offices and partners to support timely reporting against project outputs and indicators. •Contribute to the preparation of periodic monitoring reports, dashboards, and summaries for internal management and donor reporting. Support data quality assurance processes, including validation of partner reports and follow-up on identified data gaps or inconsistencies. •Assist in analyzing and visualizing monitoring and assessment results to inform programme implementation, performance review, and decision-making. •Support capacity strengthening of field staff and partners on output monitoring processes, COMET reporting requirements, and basic results-based monitoring principles. •Contribute to the development and refinement of standard operating procedures and guidance notes related to output monitoring, reporting workflows, and data management.

Skills and experience
Experience in output monitoring, results-based reporting, or programme data management, preferably in humanitarian or development contexts will be an asset. Prior experience supporting data collection, verification, and consolidation for monitoring and evaluation purposes is an advantage. Experience in basic data analysis, visualization, and preparation of monitoring reports or dashboards is desirable.

Living conditions and remarks
The Republic of Tajikistan is located in the south-east of Central Asia. The total territory is 143.1 thousand square kilometres. The population is around 10 million people. The currency unit is Somoni introduced in October 2000. The geography of the Republic of Tajikistan is mountainous with heights above sea level varying between 300 and 7495 meters. Mountains belonging to the highest ranges of Central Asia make up 93% of the total area of the country. UNICEF operates from Dushanbe, the national capital of Tajikistan, located along the Varzob River in the Gissar valley, in the southwest of the country. Dushanbe has a population of about 1 million inhabitants. It is a family friendly duty station. Official language is Tajik (a variant of Persian; Farsi), while Russian is widely used. Dushanbe is a clean, European-style city. The city is located at 820 meters above sea level and has wide tree-lined streets with plenty of cafés to enjoy coffee or tea with local sweets. Dushanbe is the financial, political, administrative, and cultural capital of Tajikistan. All Government offices and Embassies are located in Dushanbe. The overall Security Level for Tajikistan, including Dushanbe where UN personnel resided is low. The threat rating of the Crime category is moderate. The general crime situation is assessed as moderate and is under control by law enforcement agencies. The number of registered crimes in Tajikistan during the current year decreased by 6.8% from the corresponding period of the previous year (2024).
