Mission and Objectives
The coordination of the UN development system at the country level, is led by the UN Resident Coordinator, Raul Salazar. The Resident Coordinator (RC) leads and strategically positions the United Nations Country Team (UNCT) in support of national priorities, development strategies, and plans towards the achievement of the Sustainable Development Goals.
The Office of the United Nations Resident Coordinator (UN RCO) supports the RC and UNCT providing strategic and integrated support from the expertise and assets of the entire UN system, through core coordination functions:
- Strategic analysis and planning
- Oversight of the UN country programming cycle
- Representation and support of UN Secretariat and UN agencies
- Support to national coordination systems and processes
- Development and management of shared operational support services
- Crisis management and preparedness response
- External communication and advocacy
- Human rights and development
- Joint resource mobilization and fund management
- General UNCT oversight and management
Context
Belize is an active participant in the Caribbean Multi-Country Sustainable Development Cooperation Framework (MSDCF) process, which provides the overarching strategic framework guiding UN development support across participating countries. The RCO in Belize currently chairs the Regional Steering Committee and plays a central role in coordinating national and regional consultations, technical inputs, and stakeholder engagement for the design, review, and implementation of the MSDCF.
To support the effective delivery of the MSDCF process, including consultations, workshops, quality assurance, and coordination with government and UN partners, the RCO seeks a National UN Volunteer to provide dedicated programme coordination and process support. The UN Volunteer will work closely with the MSDCF consultant, the Regional Coordination Specialist, and the RCO team in Belize.
Task Description
Under the direct supervision of the Resident Coordinator’s Office in Belize, and in close coordination with the MSDCF consultant and Regional Coordination Specialist, the National UN Volunteer will undertake the following tasks:
1. MSDCF Process Coordination and Support
•Support the overall coordination and implementation of the MSDCF design, review, and consultation process at the regional level.
•Assist in planning, organizing, and facilitating MSDCF-related meetings, consultations, and workshops with government counterparts, UN agencies, and other stakeholders.
•Develop detailed process plans, timelines, and tracking tools to support the MSDCF workplan and milestones.
2. Meetings, Consultations, and Workshops
•Organize logistical and substantive preparations for MSDCF consultations and workshops, including scheduling, participant coordination, background materials, and follow-up actions.
•Draft agendas, concept notes, methodologies, facilitation guides, and templates for meetings and consultations.
•Support the application of inclusive, participatory, and results-oriented consultation methodologies aligned with UN standards.
3. Documentation and Knowledge Management
•Prepare high-quality summary notes, meeting reports, and consultation briefs capturing key discussions, inputs, and agreed actions.
•Maintain organized records of MSDCF related documentation, inputs, and correspondence.
•Support consolidation of feedback and inputs from government and UN agencies into MSDCF drafts and working documents.
4. Quality Assurance and Technical Support
•Provide quality assurance support to government and UN agency inputs to ensure consistency, clarity, and alignment with MSDCF guidance, results frameworks, and cross-cutting principles.
•Support review of draft MSDCF documents, matrices, and annexes, identifying gaps, overlaps, and areas for improvement.
•Assist in aligning national inputs with regional MSDCF priorities and agreed strategic directions.
•Support the Data Management Officers and the MSDCF consultation with the development of the indicator framework, including proposing and reviewing data sources, baselines and targets.
5. Stakeholder Coordination and Communication
•Serve as a focal support point for communication with government counterparts regarding MSDCF consultations, workshops, and follow-up actions.
•Coordinate closely with UN agencies, the MSDCF consultant, and the Regional Coordination Specialist to ensure timely information flow and coherence.
•Support preparation of briefings, updates, and presentations on the status of the MSDCF process for internal and external audiences.
6. Reporting and Updates
•Provide regular progress updates to the RCO on MSDCF-related activities, risks, and next steps.
•Prepare regular updates to the Heads of RCOs on MSDCF progress.
•Prepare background materials, progress notes and PowerPoint presentations to UN Country Teams, the Regional Steering Committee and the Regional Programme Management Team.
•Contribute to internal reporting, timelines, and dashboards tracking the MSDCF process.
