Mission and Objectives

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. Context

As part of its interventions supporting the implementation of UNSC Resolution 1325 in Mozambique, UN Women will start implementation of the third phase of the Women, Peace and Security Project, *She Leads Peace: Consolidating Women and Girls' Meaningful Participation and Leadership in Peace, Security, and Recovery Processes in Mozambique (2025-2027)” funded by the Government of Norway. This initiative aims to strengthen women and girls' participation and leadership in peace, security, and recovery processes while consolidating the national enabling environment to amplify their voices and agency, transforming crises into opportunities. The project aligns with both the 10 United Nations Security Council Resolutions on Women, Peace and Security (WPS) and Mozambique's II National Action Plan on WPS (2025-2029), and will be implemented across four provinces and their respective 14 districts: Cabo Delgado (Chiure, Ancuabe, Macomia, Pemba, Montepuez), Nampula (Meconta, Erati, Moma), Sofala (Nhamatanda, Cheringoma, Chibabava, Gorongosa), and Manica (Barué, Vanduzi). More especially the project will seek to: 1) Empower women and gender equality advocates to have greater influence in decision-making in governance peace, and security processes, contribute to crisis response, and create resilience, 2) Enhance the institutional and technical capacity of the Government of Mozambique to coordinate, implement, monitor and report on the Women, Peace and Security (WPS) commitments, 3) Promote women and girls’ access to home grown psychological support and gender sensitive justice services and 4) Facilitate the access to sustainable livelihoods and socioeconomic opportunities to women affected by conflict and crisis. Reporting to the WPS Programme Analyst, the Project Field Coordinator will be responsible for coordination and achievement of expected results of the project in Sofala and Manica of the entitled “She Leads Peace: Consolidating Women and Girls' Meaningful Participation and Leadership in Peace, Security, and Recovery Processes in Mozambique” which includes leading training and capacity-building sessions on Gender Equality and Women's Empowerment (GEWE) and Protection from Sexual Exploitation and Abuse (PSEA) for staff, partners, and beneficiaries, Identifying and integrate practical measures to operationalize the National Peace and Transition Program (NPTP) gender equality strategy into daily project operations, coordinating relationships with partners and stakeholders (also including technical assistance, capacity building and advocacy to relevant stakeholders), monitoring and reporting, and UN Women representation in the Central Region of Mozambique. Additionally, she/he will perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization and work closely with the relevant thematic leads and operations team members to ensure continuous technical direction and support to the implementation and monitoring of all ongoing Projects and interventions. S/he will coordinate all CO interventions in all areas as well as relationships with UN Agencies, implementing partners, and GEWE stakeholders, particularly women’s organizations, networks, and movements

Task Description

Reporting to and with overall technical and programming guidance from the WPS Programme Analyst, the Project Field Coordinator will: Provide advanced administrative and logistical support to the formulation and management of programmes: - Provide advanced administrative support and inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements. - Provide technical guidance to the country offices and executing agencies on routine delivery and reporting of programme-supported activities and finances. - Coordinate the collection of information for the audit of programmes/ projects and support the implementation of audit recommendations. Provide advanced administrative support to the financial management of the Programme Unit: - Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project. - Monitor budget preparation and the finances of programmes/projects; prepare periodic reports; finalize FACE forms. - Review financial reports; prepare non-PO vouchers for development projects. - Maintain internal expenditures control system, post transactions in Quantum system. - Create requisitions in Quantum system for development projects; register good receipts in Quantum system; and - Prepare and follow up of cost-recovery bills in Quantum system. Provide advanced administrative support to the Programme Unit: - Oversee all logistical, administrative, and financial arrangements for the organization for meetings, workshops, events, and missions. - Oversee travel arrangements for the Programme Team, including travel requisitions and claims. - Prepare public information materials and briefing packets; and - Liaise with high-level officials on administrative issues. - Prepare and assemble briefing materials and prepare PowerPoint and other presentations; contribute inputs to the materials. Provide administrative support to Resource Mobilization: - Prepare cost-sharing and other agreements; follow up on contributions within the CO resource mobilization efforts; and - Organize, compile, and process information from donors, the Country office, and programme team, as inputs to various databases and documents. Facilitation of knowledge building and knowledge sharing: - Monitor and report on project implementation in Sofala and Manica provinces. - Identify and integrate practical measures to operationalize the National Peace and Transition Program (NPTP) gender equality strategy into daily project operations, - Support project evaluations and monitoring with local partners and stakeholders. - Coordinate the organization of training for the office personnel and partners on programme and operations-related issues, including Gender Equality and Women’s Empowerment (GEWE) and Protection from Sexual Exploitation and Abuse (PSEA), Coordination, Partnership Building, and Advocacy - Coordinates with the Programme Officer and Programme Specialist on implementation of the country component of the women, peace and security (and other relevant UN Women priority areas). - Ensure coordination with project parties and partners for complementarity. - Actively participate and represent the CO in the Interagency Coordination groups, including on Gender in Humanitarian Action working groups and multis-stakeholder groups, prepare and share related background documents and reports. - Lead and organize key gender-related advocacy/awareness-raising events in coordination with relevant colleagues at the country office and partners at the provincial level (Ex, International Women’s Days, 16 Days of Activism against Gender Based Violence).

Skills and experience
- At least 3 years of progressively responsible experience in administration or programme management/support is required. - At least 3 years of working experience on Gender Equality and Women´s Empowerment issues. Experience on Women, Peace, and Security (WPS), Women's Economic Empowerment (WEE) or Ending Violence Against Women (EVAW) is an asset. - Proven ability to build, coordinate, and manage effective partnerships with a diverse range of stakeholders, including government bodies, civil society organizations, and community leaders. - Experience in working in a computer environment using multiple office software packages is required. - Experience in supporting a team is required. - Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
