Mission and Objectives
The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV has five Regional Offices in Amman (Arab States, Europe and the Commonwealth of Independent States), Bangkok (Asia and the Pacific), Dakar (West and Central Africa), Nairobi (East and Southern Africa) and Panama City (Latin America and the Caribbean). The regional offices are the first entry point for partners wishing to engage with UNV. They offer UNV services and solutions to government partners, UN entities, civil society and the private sector, and takes the lead in scoping and delivering UNV advisory services on volunteer infrastructure. They also provide oversight and strategic guidance to UNV's field units in the regions.

UNV is committed to strengthening the effectiveness, responsiveness, and diversity of its talent sourcing efforts to ensure the timely mobilization of qualified candidates for UN Volunteer opportunities. In a context of increasing operational constraints, evolving partner needs, and heightened competition for specialised profiles, UNV seeks to enhance its strategic approach to talent acquisition.
This assignment supports the development of a structured Talent Acquisition Plan that will guide outreach, candidate pipeline strengthening, and talent sourcing priorities aligned to organisational needs, inclusion goals, and UNV’s broader strategic framework. The plan will also support improved coordination across internal stakeholders, partner entities, and outreach channels.
Task Description
UNV ESARO is recruiting three qualified online volunteers with extensive experience in talent acquisition planning, HR strategy and the respective countries to assist in the creation of a Talent Acquisition Plan. The selected online volunteers will concentrate on Eritrea, South Sudan, and Angola, and will be tasked with the following responsibilities:
1. Develop a country Talent Acquisition Plan
Review relevant recruitment priorities, workforce needs, and existing outreach approaches.
Develop a structured Talent Acquisition Plan including key goals, target profiles, and sourcing strategies.
Ensure alignment with inclusion priorities (youth, persons with disabilities, underrepresented nationalities, hard-to-fill skill areas).
2. Develop an Outreach and Sourcing Framework
Propose priority sourcing channels (professional networks, diaspora, OPDs, digital campaigns, partners).
Recommend approaches for proactive talent sourcing and pipeline development.
Include engagement approaches for strategic sourcing partners.
3. Develop an Implementation Timeline and Workplan
Create a clear implementation plan including phased activities, timelines, and responsibilities.
Propose a coordination model for internal stakeholders and field units.
Include practical tools such as templates, trackers, and reporting formats.
4. Monitoring, Analytics and Reporting
Propose indicators to measure outreach effectiveness and talent pipeline growth.
Recommend reporting structures (monthly/quarterly updates) to track progress.
Include mechanisms for continuous improvement based on evidence and feedback.
Expected Outcomes
A finalized Talent Acquisition Plan (strategy + workplan) within the first 3 weeks of the assignment.
A practical outreach and sourcing framework including target audiences, channels, and engagement methods.
A 3–6 month implementation timeline with milestones and responsibilities.
A draft monitoring and reporting template with recommended KPIs.

Required education level / specialization
Degree in Human Resources, Organisational Development, Business Administration, International Development, or a related field.
Required skills and experience
Proven experience in talent acquisition strategy, workforce planning, or recruitment programme design.
Experience developing HR plans, recruitment strategies, or sourcing frameworks.
Strong writing and planning skills (ability to produce structured strategy documents).
Ability to work independently and deliver high-quality outputs within deadlines.
Familiarity with diversity and inclusion approaches in recruitment is an asset.
Knowledge of UN recruitment/volunteer mobilization processes is an advantage.
