Humanitarian and Programme Coordination Analyst

UNFPA will harness innovation to meet tomorrow’s challenges and boost its impact, especially in addressing furthest behind populations, and leverage opportunities, social capital, funding and technology by (a) strengthening the corporate innovation architecture and capabilities, (b) scaling up innovations that have proven to be effective and impactful, (c) forming new partnerships and connecting with relevant innovation ecosystems, (d) strengthening and leveraging financing for innovation, and (e) expanding communities and culture for innovation.

The Arab States region is marked by stark economic contrasts, encompassing both wealthy nations and others grappling with acute poverty and development challenges. The region also spans contexts of dynamic economic and social transformation, as well as acute and protracted humanitarian crises, further exacerbated by vulnerabilities to climate change and significant population displacement. An estimated 83.9 million people across the region require humanitarian assistance in 2026 – representing a third (33.8%) of global needs and the highest share of any region.Fragile health systems in host countries struggle to absorb the demand for sexual and reproductive health (SRH) services, while protracted displacement disrupts access to contraception, skilled birth attendance and gender-based violence (GBV) prevention and response services. Additionally, sudden and alternating climate shocks – such as floods, drought, heat waves and water scarcity – have damaged infrastructure, disrupted healthcare access and further eroded the population’s capacities to cope. Ensuring the transition from humanitarian action to development is critical for achieving sustainable outcomes in crisis-affected contexts. While humanitarian efforts provide immediate life-saving assistance, long-term stability requires integrating emergency preparedness and response with systems strengthening, early recovery and resilience-building efforts across stable and fragile contexts alike. The IUNV Humanitarian and Programme Coordination Specialist will support the Regional Office’s work along two main workstreams of humanitarian preparedness and response and programme coordination.

Under the direct supervision of the Humanitarian Advisor, and second reporting line to the Regional Programme Coordinator, the IUNV Humanitarian and Programme Coordination Analyst undertake the following tasks: 1. Humanitarian Preparedness and Response He/She will support the Regional Humanitarian Advisor (RHA) to: - Strengthen UNFPA regional and country level crisis preparedness and response team by supporting, as relevant, the process and implementation of Emergency Policy and Procedures (EPP) activation; the organisation, coordination and documentation of Regional Crisis response (CRT) meetings; and follow-up on action points. - Support regional / country level roll-out of UNFPA Minimum Preparedness Actions (MPAs) - Preparation of regional humanitarian updates, Country Office (CO) implementation on humanitarian projects, documents/briefing notes for ASRO senior management for HQ and inter-agency meetings. - Support the quality review and timely finalization of UNFPA country inputs into the UNFPA Global Humanitarian Action Overview (HAO). - Support the inclusion of UNFPA’s climate work within development and humanitarian programmes by co-faciliating the UNFPA regional climate working group; by facilitating exchange of climate resources; and technical support to COs toward climate-resilient GBV, gender and SRH programming. Undertake any other duties as required by the ASRO Regional Humanitarian Advisor and/or senior management. 2. Programme Coordination and Country Programme Development He/She will support the Regional Programme Advisor on: - The development and timely submission to the Programme Review Committee (PRC) and Executive Board Branch (EBB) of country programme documents (CPDs) and companion documents, including preparing for Strategic Dialogues and White Papers, coordinating advisors inputs and responses to all relevant documents and submission of any CPD extensions. - Conducting specific analysis of country programme documents including trends and bottlenecks to continue to inform Regional Workplans. - The planning and execution of regional Regional Programme Committee (RPC) meetings and regional quality assurance (QA) exercises and coordination work with communities of practice, including coordinating relevant analytical and programmatic feedback. - Monitoring the implementation of the Regional Programme and providing timely updates - Maintaining a system for efficient knowledge management of regional interventions, good practices and CPDs
