Mission and Objectives

UN-Habitat is the United Nations program working for a better urban future. Its mission is to promote the socially and environmentally sustainable development of human settlements and access to decent housing for all.

Context

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. In Tunisia, a Host Country Agreement to establish an office of UN-Habitat in Tunisia was signed on 16 May 2017 between UN-Habitat and the Government of Tunisia. UN-Habitat has in 2018 supported the municipality of Djerba Midoun in transforming an open Municipal land, that used to be a spot for juvenile delinquency and a waste deposit into a safe public space with recreational and meeting facilities that will enhance community cohesion, promote social interaction and inclusion as well as the well-being of the residents of the targeted area. UN-Habitat is also supporting the Tunisian Government with the development of a National Urban Policy, a common vision guiding the sustainable growth and management of cities and promoting productive, inclusive and resilient urban development for the long term. In March 2026, UN-Habitat will launch a new project funded by the Government of Japan, titled “Sejnane in Action: Citizens and Municipality Together for Clean Water and Zero Waste.” The project aims to promote sustainable and inclusive local development in Sejnane by improving access to clean water, strengthening sanitation systems, and enhancing solid waste practices through active collaboration between the municipality and its inhabitants. Specifically, the project intends to collaborate with the Japanese private sector to introduce Johkasou System for sustainable and decentralized wastewater treatment; Eco-San Toilets to close the loop on waterless sanitation; and Rainwater Harvesting Systems for sustainable clean water management.

Task Description

Within the delegated authority and under the supervision of Head of UN-Habitat Tunisia Office, and/or his/her designate, the Programme Officer will be responsible for the following duties: - Provide technical support for planning, management and implementation of a project “Sejnane in Action: Citizens and Municipality Together for Clean Water and Zero Waste” funded by the Government of Japan. - Ensure timely coordination with the Embassy of Japan in Tunisia, JICA Tunisia, potential suppliers of the required equipment, government counterparts, communities and other counterparts/stakeholders. - Monitor the project expenditure in liaison with UN-Habitat’s operations team. - Plan and conduct field missions as required to monitor the progress of the activities and liaise with the government counterparts as well as beneficiary community members and ensure successful installation of equipment procured. - Support drafting of monitoring reports, progress reports, project final report, press releases and any other documents related to the project. - Support development of project proposals for the new phases/new projects. - Plan and implement communications and donor visibility activities in line with the donor requirements and guidance, in coordination with the Embassy of Japan in Tunisia and UN-Habitat Regional Office for Arab States. - Perform other duties as required.

Skills and experience
- A minimum of three years of experience in project management, international development, engineering, or related areas is required. - Experience in coordinating with the Japanese government organizations and/or private sectors is desirable. - Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. - Have affinity with or interest in sustainable urban development, volunteerism as a mechanism for durable development, and the UN system.

Living conditions and remarks
Geography and Climate: Tunisia, the smallest country of the North African coast, with a population of slightly over 10 millions of which about 60% live in urban locations, has one of the highest living standards on the continent. Tunis is the capital of the country and the largest city (population of approximately two million in and outside the city proper). As a small country, all destinations within Tunisia can be reached in a day drive. Tunisia borders with Libya (Southeast) and with Algeria (West). Tunisia has a Mediterranean climate. Along the coast of northern Tunisia, summers are hot and dry, and winters are warm and rainy. In the northwest, there is occasional snowfall in the mountains. In southern Tunisia, it is hotter and drier. Southern Tunisia, where the Sahara begins, is semi-desert. In some parts, there are oases with giant palm trees and small market gardens. Religion: About 99 percent of the population is Muslim, especially Sunni Islam, as it is the major and state religion. Tunisia has also a small Christian population, composed of Roman Catholics, members of the Greek Orthodox Church, and French and English Protestants. In addition, there is a small population of Sephardic Jews. Economy: The country does not have vast stocks of hydrocarbons like its neighbours Algeria and Libya but has prospered under long-standing government policies to develop manufacturing, tourism, and agriculture. At the same time, social programs limit population growth, provide a high standard of education, and ensure a relatively decent standard of living for all. The largest percentage of Tunisia’s exports are agricultural and mining products, which generate over 11 billion dollars a year. Tunisia's biggest export partners are France and Italy. Tunisia is a member of the Arab Fund for Economic and Social Development (AFESD), the Arab Monetary Fund, and the Union of the Arab Maghreb (UMA). Public transportation: In addition to the private taxi services, the state runs a reliable and cost-effective public transport system. Safety and security: The crime rate is low, but there have been cases of theft. Walking alone during daylight hours is permitted, but you may want to be more careful at night. Tunisia is still undergoing a critical period of democratic and social transition. The heated political debate has, at times, developed into a localized confrontation among ideological opponents. Although these tensions are unrelated to foreigners, it is nevertheless important to remain updated on the political situation. Therefore, security advice is sent systematically by UNDSS and UNHCR security staff. Since 2015, there have not been terrorist attacks in Tunisia.
