Mission and Objectives

UN Women (the United Nations Entity for Gender Equality and the Empowerment of Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women’s normative and programmatic work, guided by the UN Women Global Strategic Plan (2022-2025) and Country Strategic Note (2021-2025), and supported by a consolidated organizational architecture, have been instrumental in advancing gender equality, improving women’s access to opportunities, rights and services in political, social and economic life, and combating gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – government authorities, civil society organizations, including women’s organizations and platforms, academia, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

Context

UN Women, grounded in the vision of equality enshrined in the UN Charter, works to eliminate discrimination against women and girls, empower women, and achieve equality between women and men as partners and beneficiaries of development, human rights, and democratic governance. Within this mandate, the UN Joint Programme (JP) “Gender Equality Accelerator” (GEA) – led by UN Women in partnership with UNDP, UNFPA, and UNICEF, and supported by the European Union, Sweden, and Denmark – promotes women’s full, equal, and meaningful participation in political and public life in Bosnia and Herzegovina (BiH). Designed in consultation with governmental, civil society and international partners and stakeholders and leveraging the collective mandates, expertise, and comparative advantages of four United Nations agencies—UN Women, UNICEF, UNDP, and UNFPA—the JP targets three critical areas: 1.Eliminating Violence Against Women and Girls 2.Empowering Women Economically 3.Elevating Women in Governance and Leadership The programme is underpinned by principles of inclusivity, sustainability, and integration, aiming to tackle systemic challenges such as gender-based violence, economic inequality, and underrepresentation in governance. Launched during the 30th anniversary year of the Beijing Declaration and Platform for Action, the JP aligns with BiH’s national commitments expressed in the Gender Action Plan of BiH (2023-2027), gender equality priorities under the EU Accession process and international commitments, including CEDAW, the Istanbul Convention, and 2030 Agenda for Sustainable Development. The JP builds on successful past programming, evaluations, and stakeholder consultations to accelerate progress on gender equality and women’s rights. In close coordination with the Ministry of Human Rights and Refugees of BiH and the Agency for Gender Equality of BiH, the JP fosters structured and systemic collaboration among government institutions, civil society and grassroots organizations, the private sector, academia, and cultural and religious actors. As a comprehensive, multi-sectoral initiative, the programme engages a wide range of partners across an extensive portfolio of activities. The active participation—and, where relevant, leadership—of the Agency for Gender Equality is central to the planning and implementation of many core interventions. Ensuring strong ownership, leadership, and institutional alignment therefore requires continuous technical exchange and coordination on a regular basis. To this end, the GEA Coordination/Liaison Officer serves as the primary operational link between the Joint Programme and the Agency for Gender Equality, enabling coherent, aligned programmatic and institutional workstreams between the GEA, the Agency, and other relevant national plans and frameworks. Under the direct supervision of the UN Women Programme Specialist and the Director of the Agency for Gender Equality of BiH, the GEA Coordination Officer is responsible for coordinating, implementing, and monitoring activities under the purview of the Agency for Gender Equality within the Joint Programme Gender Equality Accelerator. The GEA Coordination Officer will be based at and work from the premises of the Agency for Gender Equality of Bosnia and Herzegovina.

Task Description

Under the direct supervision of the UN Women Programme Specialist and the Director of the Agency for Gender Equality of BiH, the UN Volunteer will undertake the following tasks: 1. Technical Coordination and Alignment - Serve as the primary coordination focal point between the Gender Equality Accelerator Joint Programme (GEA JP) and the Steering Board of the Gender Action Plan of BIH (2023 – 2027 / Agency for Gender Equality of BiH, ensuring alignment of GEA interventions with the Agency’s mandate, annual workplans, and the Gender Action Plan of BiH (2023–2027). - Coordinate GAP BiH Steering Board / Agency inputs into GEA planning, implementation, and reporting processes, ensuring institutional coherence across all three programme pillars. - Prepare substantive briefing materials, technical notes, and background analyses for the Agency’s participation in GEA Steering Committee, Management Board, Technical Working Group, Civil Society Advisory group, and ad hoc coordination meetings. - Follow up on agreed action points from technical and coordination meetings, track implementation progress, and flag risks or delays to relevant stakeholders. 2. Technical and Advisory Support - Provide ongoing technical advisory support to the Agency for Gender Equality on thematic areas under the GEA JP, including violence against women and girls, women’s economic empowerment, and women’s leadership and governance. - Actively contribute to technical discussions by providing policy, legal, and programmatic inputs related to gender equality standards, institutional mechanisms, and international obligations (CEDAW, Istanbul Convention, EU acquis). - Review draft programme deliverables, work and action plans, and programme documents developed under the GEA JP from a gender equality and institutional coherence perspective. 3. Programme Implementation Support - Coordinate the planning and implementation of GEA activities implemented through or in partnership with the Agency for Gender Equality, ensuring timely delivery, quality assurance, and adherence to agreed standards. - Liaise with implementing partners, line ministries, and UN agencies to ensure Agency priorities and technical guidance are reflected in activity design and execution. - Coordinate and closely cooperate with the GEA JP team. - Any other tasks given by the supervisor (director of the Agency for Gender Equality). - Contribute to the Agency for Gender Equality planning and reporting corporate requirements as requested by the supervisor.

Skills and experience
- Five years of work experience in gender mainstreaming; - Sound experience in drafting gender analyses and gender-responsive reporting, policies, initiatives and strategic documents in area of the social policy, human security, emergence response; - Previous experience working with the UN system is an asset; - Excellent oral and written skills; excellent drafting, formulation, reporting skills; - Accuracy and professionalism in document production and editing; - Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; - Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; - Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; - Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; - Sound security awareness; - Desirable: valid national driver’s license - Have affinity with or interest in gender mainstreaming, volunteerism as a mechanism for durable development, and the UN system.
