Mission and Objectives

The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to delivery more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs). As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an independent UN Resident Coordinator – the Representative of the UN Secretary-General and the highest-ranking official of the UN Development System at the country level – support countries in the achievement of their development priorities and the attainment of the SDGs. The RC promotes the normative values of the UN: gender equality and human rights, environmental sustainability and leaving no-one behind. In case of a humanitarian emergency, the Resident Coordinator takes on the additional reasonability of being appointed the Humanitarian Coordinator. In addition, the RC supports and promotes the UN's responsibilities to prevent and respond to violations of human rights and humanitarian law, including the responsibilities of UN entities and staff in this regard. The newly established UN Resident Coordinator’s Office (RCO)/Multi-Country Office (MCO) is based in Kolonia, FSM and comprises a team of national and international staff focusing on strategic planning, joint analyses, supports joint UN operations, communications as well as partnerships and development finance. The MCO Micronesia oversees five Pacific Small Island Developing States (Pacific SIDS or PSIDS), namely Palau, the Federated States of Micronesia (FSM), Republic of Marshall Islands (RMI), Nauru and Kiribati.

Context

The UN Resident Coordinator's Office supports the Resident Coordinator to fulfill his/her function as leader of the UN Country Team (UNCT) and to strengthen coordination and coherence of UN operational activities and UN assistance with national priorities. Its mission is to maximize the impact of the work of the United Nations, ensuring the UN system provides collective, coherent and integrated support to national development priorities, plans and strategies, within the framework of the 2030 Agenda and its associated Sustainable Development Goals as well as other international commitments. The RCO ensures that all UN entities engaged in a country, regardless of their physical presence, are included in UN strategic plans and analyses. The MCO Micronesia supports the realization of regional and country priorities as defined in the UN Pacific Cooperation Framework (2023-202) (Pacific CF) which outlines the UN’s programme of work in the region. The MCO Micronesia maintains representation in each country in the form of an United Nations Country Coordination Officer. This position is located in Majuro, Marshall Islands and reports to the Head of the RCO/Team Leader/Strategic Planner based in FSM. The position maintains a close working relationship with the United Nations Department of Global Communications (DGC), which sets the communications and advocacy priorities of the United Nations around the world

Task Description

Within the delegated authority and under the supervision of the Head of the Resident Coordinator’s Office or his/her designated mandated representative(s), the UN Volunteer Country Coordination Specialist will: - Participate in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation and resource mobilization; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Support the country-level planning of UN programming aligned with the UN Sustainable Development Cooperation Framework and Country Implementation Plan for Marshall Islands. - Coordinates and organizes technical capacity building workshops in collaboration with UN entities for government and other national stakeholders, by planning and facilitating workshops, other interactive sessions and ensuring necessary follow up is provided. - Provide strategic guidance and support in the development and implementation of locally tailored partnerships and resource mobilization strategies and initiatives to engage partners, both traditional and non- traditional. - Draft analytical inputs and briefs and provide technical support to ensure policy integration of regional and global plans (Samoa Pathway, 2050 Strategy for Blue Pacific Continent, etc.) for RC/O in Government and stakeholders' platforms. - Assist in policy development, including the review and analysis of issues and trends, and coordination of evaluations and/or other research activities and studies. - Draft written outputs for the UN Communications Strategy and the UN Communications Group, establish and build the UN brand via events, media and public relations opportunities targeted to the diverse partners. This could include lead country-level commemorations of international days such as UN Day, Humanitarian Day, 16 Days of Activism and other globally established days as appropriate. - Provide substantive support to consultative and other meetings, knowledge sharing conferences, etc., including by proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Undertake outreach activities by participating in training workshops, seminars, etc.; makes presentations on assigned topics/activities on UN Sustainable Development Cooperation Frameworks and similar processes, and providing technical and advisory support on Financing for Development options, instruments, and modalities to the RC and the UNCT. - Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. - Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, Operation Management Team tasks work programme, programme budget, etc.). - Support appropriate admin, finance and logistic processes of the coordination related aspects of the UN Office as per UN Regulations and Rules and in close collaboration with relevant UN entity and national counterparts. - Perform other duties as required.

Skills and experience

Living conditions and remarks
The Marshall Islands, officially the Republic of the Marshall Islands (Marshallese: Aolepan Aorokin Majel) is an islands country and a United Sate Micronesia. The Country's population of 53,158 people is spread out over 29 coral atolls. Comprising 1,156 individual islands and islets. The terrain is low coral limestone and sand islands. The climate is tropical with two different seasons. The dry season is between December and April and the rainy season is between April to December with greatest falls between July and October. Temperature is hot and humid ranging from 26°C to 32°C. The islands border the typhoon belt. The Marshall Islands is a nation of scattered atolls and remote islands known for marine life and diving opportunities. Many of the atolls are dotted with Flame of the Forest, hibiscus and different-colored plumeria flowers. There are at least 160 species of coral surrounding the islands. The atolls are noted for their coconut and papaya plantations. There are more than 1,200 islands and islets in two parallel chains of coral atolls known as the Ratak, or Sunrise chain, to the east and the Ralik, or Sunset chain, to the west. In 1982, the Marshall Islands signed a Compact of Free Association (COFA) with the US, which granted the Marshall Islands financial assistance and access to many US domestic programs in exchange for exclusive US military access and defense responsibilities; the COFA entered into force in 1986 and its funding was renewed in 2003. The Marshall Islands hosts the US Army Kwajalein Atoll Reagan Missile Test Site, a key installation in the US missile defense network. Kwajalein also hosts one of four dedicated ground antennas that assist in the operation of the Global Positioning System (GPS) navigation system (the others are at Cape Canaveral, Florida (US), on Ascension (Saint Helena, Ascension, and Tristan da Cunha), and at Diego Garcia (British Indian Ocean Territory) In Marshall Islands as a whole, there is severely limited supply of natural fresh water. The main source of fresh water is rain. This is due to low elevation of the atolls. There are some favorable locations where some of the fresh water can be accessed with wells. Desalination is also a helpful source of water funded through different aid agencies. Majuro is the largest city and capital of the Marshall Islands. The downtown area is north of the airport on the eastern side of the main island. It consists of the smaller towns Delap, Uliga and Darrit which are islands linked by small stretches of land. There is only one main road in the capital. There are buses, taxis and rentals available as source of land transportation.
