Created by the UN General Assembly in 1970 and administered by the United Nations Development Programme (UNDP), the United Nations Volunteers (UNV) Programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism.

Context

Ethiopia is undergoing extensive public sector reforms aimed at improving governance, service delivery, digital transformation, and accountability. Despite these efforts, many government institutions continue to face capacity gaps related to technical skills, leadership, systems thinking, policy implementation, and change management. These gaps affect institutional performance and the achievement of national development goals. To support evidence based capacity development, this assignment seeks the support of an online volunteer to analyze existing civil service capacity gaps and propose context appropriate, actionable solutions that can be implemented by government institutions, development partners, and civil service training entities. The purpose of this assignment is to: - Identify key capacity gaps among Ethiopian civil servants and public institutions - Analyze underlying causes contributing to capacity challenges - Propose practical, scalable, and sustainable solutions aligned with national reform priorities and international best practices

Task Description

We are looking for an Online Volunteer to perform capacity gap analysis in Ethiopia through desk review of national policies, public sector reform programs, training frameworks, and relevant studies and analyze international best practices relevant to Ethiopia’s context to: 1. Identify and categorize priority capacity gaps (Leadership and management, Policy design and implementation, Monitoring, evaluation, and reporting, Digital skills and e governance, Public financial management and accountability) 2. Analyze root causes and constraints affecting civil servant performance 3. Develop feasible solutions and recommendations for strengthening capacity
