Mission and Objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safe-guard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to re-turn home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).te

Context

Ethiopia hosts one of the largest refugee populations in Africa. UNHCR, together with the Government of Ethiopia and a wide range of partners, is scaling up sustainable, climate smart, and market driven livelihood opportunities for refugees and host communities. The country’s vulnerability to climate change, environmental degradation, and limited access to sustainable energy sources significantly affects the protection environment, socio economic inclusion, and self reliance of persons of concern. UNHCR Ethiopia is implementing green livelihoods and renewable energy initiatives that align with the Global Compact on Refugees (GCR), and national commitments to expand access to safe, reliable, and affordable renewable energy. To strengthen coordination, monitoring, and technical support for these programmes, UNHCR seeks an Associate Programme Officer specializing in Green Livelihoods and Renewable Energy. This position is identified as a priority for JICA funding due to its relevance to climate action, resilience building, and sustainable development. The assignment aims to: - Strengthen evidence based programming in green livelihoods and renewable energy. - Enhance partner coordination and support implementation in field locations. - Contribute to resource mobilization and donor reporting. - Promote the integration of climate smart and market driven approaches across pro-grammes.

Task Description

Under the direct supervision of Senior Programme Officer, the UN Volunteer will undertake the following tasks: 1. Duties and Responsibilities Programme Development & Coordination - Support the design and implementation of green livelihoods and renewable energy in-terventions in line with UNHCR’s global strategies. - Assist in developing project proposals, work plans, and results frameworks. - Coordinate with partners, government entities, and private sector actors to ensure co-herent and complementary interventions. - Contribute to assessments on market opportunities, green jobs, and sustainable energy access. Monitoring & Reporting - Support monitoring of partner implemented activities, including field mission planning, data collection, and analysis. - Draft high quality donor reports, briefing notes, and internal updates. - Maintain updated monitoring dashboards and documentation of project achievements. Technical Support - Provide technical inputs on renewable energy solutions, clean cooking, climate smart ag-riculture, and green livelihoods. - Support innovation pilots and evidence building initiatives. - Facilitate capacity building for partners and field teams on programme quality and re-porting. Partnership & Coordination - Participate in inter agency energy, environment, and livelihoods working groups. - Engage private sector and development actors supporting green economies and sustain-able value chains. - Promote inclusive approaches that benefit both refugees and host communities. Other - Participate in induction, mentoring, and coaching sessions as required under UNV guide-lines. - Contribute to cross cutting priorities, including gender equality, accountability to affect-ed communities (AAP), and environmental sustainability. 2. Results/Expected Outputs By the end of the assignment, the Associate Programme Officer is expected to deliver: 1. strengthened planning, monitoring, and reporting of green livelihoods and renewable energy projects. 2. improved coordination with partners, government institutions, and key stakeholders. 3. evidence and analytical products informing programme decisions. 4. timely and high quality donor reports, including those required by JICA. 5. documented best practices and lessons learned to enhance programming. 6. an established and implemented work plan within the first weeks of deployment.

Skills and experience
- Minimum 3 - 5 years of experience in project management, programme coordination, or development/humanitarian programming. - Experience working in livelihoods, energy, environment, climate resilience, or related sectors. - Familiarity with monitoring and evaluation, data collection, and reporting. - An advanced degree is an asset - Strong project management, coordination, and analytical skills. - Ability to work with diverse stakeholders, including government, NGOs, and the private sector. - Understanding of renewable energy or green livelihoods approaches (asset, not mandatory). - Strong drafting and communication skills. - Team player with strong intercultural communication

Additional Information

Living conditions and remarks
Working & Living Conditions Addis Ababa is a family duty station; the medical facilities are moderately available, with the main services being offered at the UN-operated clinic, which is available to all staff members and their dependents. Transportation outside the country is readily available as major airlines operate from Addis Ababa. There are schools to accommodate international students. Hotels are of international standards with recreational facilities available within the city. Addis Ababa has good working and living conditions. Security Considerations: Addis Ababa is a category B duty station in UN security Level 1 with a relatively calm environment with minimal reported crimes within the city. However, a sense of vigilance and alertness is required, especially in view of the current situation in the country. Applicants are requested to adhere to the security advisory before travelling to the country.
