Mission and Objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org)

Context

Throughout their assignment, United Nations Volunteers promote volunteering through their actions and conduct. Engaging in voluntary activities can effectively and positively enrich their understanding of social and local realities, as well as creating a bridge between themselves and the people in their host community. This makes the time they spend as a volunteer more rewarding and productive. The term "Volunteer" and the title of this assignment refer to both women and men throughout this VAD. The Office of the UNHCR was created on December 14, 1950, by the General Assembly of the United Nations. UNHCR mandate is to protect and find durable solutions for refugees. Its mandate is also to identify, reduce, prevent and protect stateless people. The Hadjer Hadid office is one of the two Field Units under the Farchana Field Office. It operates on Chadian territory and helps the national authorities to protect and assist a population of approximately 220,000 refugees and asylum seekers and host community.

Task Description

Under the authority of the Head of Field Unit of Hadjer Hadid, under the technical supervision of the Registration and Identity Management Officer based in Abeche Coordination Office, and the direct supervision of the Protection Officer of Field Unit of Hadjer Hadid, in accordance with the human principles and values of the United Nations and the Code of Conduct of the United Nations High Commissioner for Refugees (UNHCR), the Volunteer will assume the following functions: - Assist in the implementation of registration, enrolment, and digital identity strategies for populations of concern in compliance with global and regional protection and inclusion objectives and priorities, ensuring that relevant standards are met and appropriate methodologies and technologies are implemented. - Provide technical support to staff on planned registration and digital identity management activities. - Contribute to the development and dissemination of operational guidance, instructions, and capacity-development initiatives, in accordance with policy and guidance disseminated by the Global Data Service at Headquarters. - Design appropriate procedures and systems for assurance of quality registration data and conduct regular data quality and audit checks to monitor the accuracy of data collected, as well as tools for identification and prevention of fraud. - Provide post-deployment support and maintenance of the UNHCR refugee systems applications as required. - Assist the country team to establish and strengthen internal digital identity, registration, and identity management capacity and/or that of government counterparts to manage registration and maintain population data. - Liaise with the Digital Identity and Registration Section of the Global Data Service as necessary to facilitate registration and identity management activities in the region/country. - Advocate with and support government authorities to establish and strengthen fair and efficient registration and digital identification procedures and systems and ensure that populations of concern (POCs) identity documents or credentials are recognized. - Perform other related duties as required. Results/expected outputs - Registration and Identity Management are well-coordinated at the sub-national level. - UNHCR has reliable and up-to-date data of refugees and asylum seekers. - UNHCR registration, ProGres database, and Biometrics and Identity Management System are maintained with high quality to be used for operational planning and producing relevant reports and statistics. - Standard Operating Procedures (SOPs) related to registration are updated and implemented, with relevant UNHCR standards and policies, including those related to age, gender, and diversity mainstreaming (AGDM) . - Populations of concern have fair and transparent access to registration procedures. - Fraud in the registration process is identified and appropriately addressed. - Registration and data focal points in the field are trained adequately. - Development of capacity through coaching, mentoring, and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs). - Age, Gender, and Diversity (AGD) perspectives are systematically applied, integrated, and documented in all activities throughout the assignment. - A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.

Skills and experience
Full understanding of the principles and concepts of international protection and the United Nations High Commissioner for Refugees (UNHCR), including UNHCR’s registration and identity management guidance, and the Policy and Guidance on the Protection of Personal Data of Persons of Concern. Advanced knowledge of Microsoft Office 365 suite, especially Microsoft Access and Microsoft Excel. Minimum knowledge of Microsoft SQL Server 2017, Transact-SQL (T-SQL), Microsoft Customer Relationship Management (MS CRM), Power Apps, FetchXML, and Visual Basic for Applications (VBA). Knowledge of business intelligence and information management tools is an asset. The ideal candidate should: - Possess technical expertise in registration, digital identity, or biometric management systems. - Experience with UNHCR’s PRIMES applications, specifically proGresV4, Biometric Identity Management System (BIMS), and Registration Application (Rapp). - Familiarity with planning, programming, strategic planning, and project development budgeting. - Understanding of civil registration, national identity management, or digital identification systems (including population registries), and digital identity technical standards. - Experience in devising data collection and analysis. - Experience working with partners, including host and donor governments, humanitarian, and development partners. - Prior working experience in the Sahel region or in a large complex operation like Chad is an asset. Living conditions and remarks
Hadjer Hadid is a small town (sub-prefecture) in the Ouaddaï Region of eastern Chad, approximately 120 km southeast of Abéché (3 hours drive depending of the seasons). It hosts 05 refugee camps/sites, including the long-established Breidjing and Treguine camps sheltering Sudanese refugees who fled Darfur since 2003, as well as the newer sites of Alacha, Arkoum and Dougui, created to accommodate the massive influx from the ongoing Sudan crisis since April 2023. FU Hadjer Hadid is managing a total population of 220.000 refugees so far but increase with planned relocation of 25.000 refugees to Arkoum in the next months. In the UNHCR Field Unit Hadjer Hadid, restauration is organized, and the staff contribute for feeding themselves. Hadjer Hadid is about 900 km from the capital city N'Djamena with very limited facilities available. The type of accommodation is Residential. Rest and Recuperation cycle: 8 weeks. In Hadjer Hadid, UN international staff members live in UNHCR guesthouse. Other international staff members from UN agencies and INGOs are also living in Hadjer Hadid. The main regional town near Hadjer Hadid is Abéché, which is about 120 km. There is a regional airstrip in Farchana and Abéché used by UNHAS airplanes with regular rotations to N'Djamena. Road travel between Abéché and Hadjer Hadid takes approximately 3 to 5 hours, with roads deteriorating significantly during the rainy season. Chad is a country with a high incidence of malaria. The use of mosquito nets is strongly recommended. Vaccination from yellow fever is compulsory. Other vaccinations such as meningitis and hepatitis B are also recommended. Basic medicines are occasionally available locally, but it is recommended to bring your specialized medicines from Abéché or N'Djamena. Food is usually available in N'Djamena in the local market as well as few superstores "Alimentation Générale". In Hadjer Hadid, vegetables and meat can be purchased at the local open-air market, usually twice a week. Staff typically stock up on essential supplies during trips to Abéché. As Chad is a francophone country, people speak French and also Arabic (Chadian Arabic is widely spoken in the east). English is not a very common language. Daily transactions are made in local currency, named FCFA. The nearest banking facilities are in Abéché. Since climate in Hadjer Hadid is comparatively hot, with temperatures regularly exceeding 45°C (in dry season from March to June), you may not need to bring any warm clothing. Yet, nights can be cool in December-February (around 14°C), so it is advisable to bring at least one jacket for any unforeseeable weather changes. Flexibility and the ability and willingness to live and work in hazardous and harsh conditions involving physical hardship and little comfort are absolutely essential. Rest and Recuperation cycle is 8 weeks.
