Mission and Objectives

The United Nations Department of Safety and Security (UNDSS), established on 1 January 2005, is responsible for providing leadership, operational support and oversight of the United Nations Security Management System (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations System programmes and activities in the most complex and challenging environments, while maximizing resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system operations through trusted security leadership and solutions. The primary role of the UNDSS CISMS Stress Counsellor will be to develop and maintain a sustainable stress management system applicable to all UN Agencies operating in Sudan and to improve the critical incident stress management preparedness of the UN security system in case of emergencies.

Context

To this end, the work for the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This UNV assignment is part of the UNDSS Sudan operations providing professional community liaison services to strengthen community acceptance to enable the United Nations and humanitarian partners under Saving Lives Together framework to deliver their programmes in the country. The primary role of the UNDSS Community Liaison Assistant (CLA) will be to act as an interface between the UN, local authorities, and the population in areas with no or limited UN presence, engaging with the community to collect and disseminate information to contribute to the safety of partner UN and humanitarian organizations. The CLA will be particularly leveraged to improve access to humanitarian-related issues in areas rendered difficult to access due to insecurity. Additional Information: National UN Specialist Volunteers in Sudan are entitled to: - Monthly Volunteer Living allowance (VLA) at amount of 1,597.25 USD. - danger and Hardship Differential DHD: 575. Task Description

Within the delegated authority and under the overall supervision of the Chief Security Adviser, and with the guidance of the Humanitarian Security Support Team Leader, the UN Community Liaison Assistant will lead on the community engagement and outreach, gathering and disseminating data and providing regular reports to strengthen community acceptance and awareness and contribute to safe humanitarian operations. Specific tasks include: · Support in acting as an interface between the UN, local authorities, and the population in areas with no or limited UN presence. · Support with community-based information gathering to build trust and enhance acceptance as a security risk management approach. · Support with disseminating security awareness messaging in areas with no or limited UN presence. · Gather data on local concerns and challenges related to the security of aid workers and humanitarian-related issues. · Use available community relationships and networks to monitor trends and provide early warning alerts on deterioration in security and general situation in specific areas. · Use local knowledge and awareness to guide UNDSS and inter-agency security assessments into areas of interest for security and general protection-related issues. · Provide input to the Common Services and Coordination cluster’s development of operational plans. · Provide daily, weekly, and "flash" reports on security and humanitarian-related issues. · Monitor local conflict dynamics and report on aspects that can affect aid workers, including gender-based risks and protection of civilians. · Escort or assist UN teams during field missions to ensure safe passage and cultural sensitivity. · Liaise with local authorities to facilitate UN activities, ensure community acceptance and obtain security clearances. · Perform other duties within the functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Skills and experience
- A minimum of three (3) years with a first-level degree of relevant progressively responsible experience in humanitarian access/ community engagement, authority liaison, inter-agency coordination or aid‑related field work is required. - Excellent oral and written skills; excellent drafting, formulation, reporting skills are required, with proven analytical reporting experience. - Excellent interpersonal skills; cultural and social sensitivity; ability to work inclusively and collaboratively with a range of partners, including grass-roots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communication for development are required. - Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel are required. - Sound security awareness is required. - Prior experience with the UN system or a national or international NGO (INGO) in a relevant area is desirable. - Ability to work with minimum supervision and with tight deadlines is a strong asset. - Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment is required. - A valid national driver’s license is an asset, and confirmed availability to travel is required.

Living conditions and remarks
Sudan is Africa’s third largest country after Algeria and the Democratic Republic of the Congo, stretching over 1,886,068 km². In 2023, hostilities escalated in Sudan, leading to mass displacement, including evacuation of UN staff and personnel. All UN agencies and other development partners, as well as the government authorities, have relocated from Khartoum, the capital of Sudan, to Port Sudan, the temporary de facto capital, though a phased return has been initiated in 2026. Since the eruption of violence, two thirds of the population require humanitarian assistance, and UNDSS plays a critical role in finding ways for UN personnel and humanitarian partners to deliver to the vulnerable populations at acceptable levels of risk. The assignment will be for six locations across Sudan: Abu Jubayhah and Abassiya in South Kordofan, Ar Rahad/El Obeid in North Kordofan, Nyala in South Darfur, Zalingi in Central Darfur, and Al Kurmuk in Blue Nile, with possible mission travel. The overall safety situation is volatile: for specific details, please refer to the security guidelines provided by the UNDSS office. Given the operational requirements and the need for immediate availability, candidates already present in the duty station are preferred/strongly encouraged to apply. The assignment will contribute to gaining more insight into humanitarian and protection-related issues, including attacks on hospitals, schools, and all other elements that feed into grave violations reports/analysis. The assignment represents an opportunity to support a vital humanitarian operation as part of a multicultural team. It provides an interesting and enriching experience, but also requires a mature level of cultural awareness, as well as stamina and commitment. Therefore, flexibility and the ability and willingness to live and work in challenging and dynamic conditions, potentially involving some physical hardship and limited comfort, are essential.
