Mission and Objectives

Since Governments have the primary responsibility to protect human rights, the High Commissioner for Human Rights and her Office (Office of the High Commissioner for Human Rights – OHCHR) provide assistance to Governments so they can implement the international human rights standards they've committed to. This assistance includes expertise and technical trainings in the areas of administration of justice, legislative reform, and electoral processes. We also assist other entities with responsibility to protect human rights to fulfil their obligations and individuals to realize their rights. We support the establishment and strengthening of National Human Rights Institutions (NHRIs), and collaborate with them to implement their mandates to promote and protect human rights. We also work closely with civil society actors to build their knowledge of human rights and promote their participation in UN decision-making processes. As the principal United Nations office mandated to promote and protect human rights for all, UN Human Rights: Works with and assists Governments in fulfilling their human rights obligations Speaks out objectively in the face of human rights violations worldwide Provides a forum for identifying, highlighting and developing responses to today's human rights challenges Acts as the principal focal point of human rights research, education, public information, and advocacy activities Works with a wide range of partners in order to widen the constituency for human rights worldwide.

Context

The OHCHR Regional Office for West Africa (WARO), based in Dakar, supports countries in the region in strengthening national human rights systems, implementing recommendations from international mechanisms, and integrating human rights into development and governance frameworks. WARO currently identified 10 priority countries including Benin, Cabo Verde, Côte d’Ivoire, Gambia, Ghana, Guinea-Bissau, Niger, Senegal, Sierra Leone and Togo. As part of efforts to enhance sustainability and partnerships, the Office is developing a resource mobilization strategy to support the implementation of the UN Human Rights Programme in West Africa and to widen partnerships with both traditional and emerging donors. Through this assignment, the Online Volunteer’s contribution will directly support Sustainable Development Goals 16 and 17, by helping OHCHR-WARO strengthen partnerships and attract funding to advance human rights in West Africa.

Task Description

We seek the support of one Online Volunteer to assist the UN Human Rights Regional Office for West Africa (OHCHR-WARO) in developing a comprehensive resource mobilization strategy based on OHCHR guidelines and WARO’s regional strategy. The overall objective is to strengthen the Office’s capacity to identify, attract, and sustain strategic partnerships and funding in support of its human rights priorities in the region. Under the supervision of the WARO Regional Representative, the Online Volunteer will contribute to the following tasks: - Review existing donor engagement frameworks, strategic plans, and funding trends relevant to human rights programming in the West Africa region, and in particular in WARO’s priority countries ; - Support the mapping of key bilateral and multilateral donors, development banks, and philanthropic institutions with interest in governance, justice, and human rights in West Africa; - Assist in drafting the structure and content of the resource mobilization strategy, including objectives, priority areas, funding targets, and proposed engagement approaches in line with OHCHR guidelines; - Contribute to the preparation of donor profiles, and partnership briefs as needed. The assignment will be conducted entirely online. The Online Volunteer will collaborate closely with the OHCHR-WARO team through email and virtual meetings. The Online Volunteer won't be ask to contact any third party on our behalf.

Skills and experience
Candidates should have: - A strong background in resource mobilization and donor relations, with at least 5 years of experience mobilizing resources from both ODA and non-ODA sources for human rights or development programmes; - Strong analytical and writing skills, with the ability to: - Perform target donors mapping: synthesize donor information and funding trends - match OHCHR-WARO regional strategy and organization management plan with donors’ priorities - Draft partnership briefs as needed - Familiarity with human rights and governance programming - Excellent communication and interpersonal skills A degree in international development, public policy, political science, or related field is considered an asset.
