Mission and Objectives

The United Nations Development Programme (UNDP), a key development agency of the United Nations and active in Iraq since 1976, supports the Government and people of Iraq in advancing sustainable development, strengthening institutions, and promoting stability and resilience. Aligned with national priorities and the Sustainable Development Goals (SDGs), UNDP Iraq works to address social, economic, environmental, and governance challenges through integrated development programmes. UNDP supports efforts to strengthen inclusive and accountable governance, enhance public service delivery, promote economic recovery and livelihoods, build institutional capacity at national and local levels, and enhance social cohesion within and between communities and government. Through partnerships with government institutions, civil society, and international stakeholders, UNDP aims to contribute to a resilient and inclusive Iraq where institutions are transparent and responsive, and where development benefits all segments of society, particularly vulnerable and marginalized populations.

Context

The Economist Programme provides policy and programme support on economic, development, and social issues at the country office level in alignment with the 2030 development agenda and its Sustainable Development Goals (SDGs). Economists play an important role in the Country Office by conducting research and producing analytical reports that inform decision making on inclusive economic development growth, the design of Programme and projects, and the assessment of UNDP impact. Under the guidance of the Governance Analyst, the Economist advises Senior Management on economic policies and trends and relevant linkages to UNDP programmes, and provides analysis for the formulation of strategies and senior-level briefings. Under the guidance of direct supervisor, the Economist works with Government and counterparts to identify alternative economic policy options and to enhance the policy impact of UNDP projects and programmes. The Economist interacts collaboratively with colleagues from UNDP, UN agencies, IFIs, Government officials, partners, and civil society to maintain networks and exchange information. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. Promote volunteerism and contribute to community engagement initiatives in line with the UNV programme mandate.

Task Description

1. Support policy advice to the UNDP and CO management, programmes, and projects on economic and development issues 2. Support UNDP and counterparts and facilitate knowledge building on economic and development issues 3. Provide inputs to the creation of strategic partnerships and support to resource mobilization 4. Promote awareness of and support advocacy for the UNDP mandate and mission 5. Support the CO in resource mobilization through identifying grassroots innovations 6. Designs, tests, and evaluates a portfolio of experiments to determine which solutions work, iterating based on evidence

Skills and experience
Minimum 7 years of relevant experience at the national or international level that includes experience in research and policy-level analysis, and some experience in design, monitoring and evaluation of development projects. Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems such as ERP and advanced programmes for statistical analysis of data. Advanced university degree (Master's degree or equivalent) in Economics, Engineering or any related field
