What the volunteer will do
Mission and objectives
The Ministry of Agriculture aims to strengthen the contribution of the agriculture and food sector to Lebanon's economic recovery by implementing a coherent policy and investment framework that enhances resilience, competitiveness, and sustainability. In pursuit of this vision, the Ministry seeks to:
Mitigate the economic impacts of successive crises by supporting the recovery and sustainable development of the agriculture and food sector.
Ensure that agricultural policies and programmes remain responsive to evolving national priorities through continuous monitoring, stakeholder dialogue, and periodic review.
Provide a stable, coherent, and enabling policy and investment framework for the agriculture and food sector.
Mobilize national and international financial resources to support priority public investments in agriculture.
Promote and facilitate private-sector investment by creating an enabling environment for sustainable agricultural development.
Strengthen coordination and partnerships among government institutions, development partners, the private sector, academia, civil society, and farmers' organizations.
Harmonize and reinforce the national agricultural policy framework to improve governance, increase investment efficiency, and enhance the overall performance and resilience of the agriculture and food sector.
Context
To identify, assess, and analyze international philanthropic organizations and foundations with the potential to support initiatives that improve the livelihoods of smallholder farmers, strengthen agricultural value chains, promote climate-smart agriculture, enhance food security, and contribute to sustainable rural development in Lebanon.
Key Tasks and Responsibilities
The Online Volunteer will:
1. Conduct desk research on international philanthropic foundations, trusts, family offices, and corporate foundations active in agriculture and rural development.
2. Identify organizations whose strategic priorities align with the Lebanese Ministry of Agriculture's goals and programmes.
3. Research foundations supporting:
- Smallholder farmer development
- Food security and nutrition
- Sustainable and climate-smart agriculture
- Rural livelihoods and poverty reduction
- Agricultural cooperatives and producer organizations
- Agricultural value chain development
- Youth engagement in agriculture
- Women in agriculture and rural entrepreneurship
- Climate adaptation and environmental sustainability
- Agricultural innovation and technology adoption
4. Review funding priorities, eligibility requirements, grant-making mechanisms, application procedures, and geographic focus areas.
5. Analyze previous grants and partnerships awarded in Lebanon, the Middle East and North Africa (MENA) region, and comparable developing-country contexts.
6. Develop a donor intelligence database to support future fundraising and partnership efforts.
7. Prepare concise donor profiles highlighting strategic alignment with Ministry priorities.
8. Identify potential opportunities for engagement, collaboration, and partnership development.
The volunteer is expected to submit a list of potential donors for inclusion in the Ministry's donor intelligence database.
Task description

Amid ongoing economic challenges, climate-related risks, and pressures on food systems, the Ministry seeks to expand partnerships and diversify funding opportunities that can support smallholder farmers, agricultural cooperatives, sustainable agricultural production, and rural development initiatives across the country.
To support these efforts, the Ministry is seeking an Online Volunteer to conduct research and mapping of international philanthropic foundations, family philanthropies, corporate foundations, and charitable organizations that invest in agriculture, food security, climate resilience, rural livelihoods, and sustainable development. The assignment will contribute to the Ministry's resource mobilization strategy and help identify potential partners for future collaboration.
