Mission and Objectives

UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s goal is to achieve universal access to sexual and reproductive health, realize reproductive rights, and reduce maternal mortality to accelerate progress on the ICPD agenda, to improve the lives of adolescents and youth, and women, enabled by population dynamics, human rights, and gender equality. In 2018, UNFPA launched efforts to achieve three transformative results, ambitions that promise to change the world for every man, woman and young person: 1.) Ending unmet need for family planning 2.) Ending preventable maternal death 3.) Ending gender-based violence and harmful practises UNFPA recognizes that innovation is a key accelerator to achieve these results. UNFPA will harness innovation to meet tomorrow’s challenges and boost its impact, especially in addressing furthest behind populations, and leverage opportunities, social capital, funding and technology by (a) strengthening the corporate innovation architecture and capabilities, (b) scaling up innovations that have proven to be effective and impactful, (c) forming new partnerships and connecting with relevant innovation ecosystems, (d) strengthening and leveraging financing for innovation, and (e) expanding communities and culture for innovation.

Context

Located in the Atlantic Coast of Southern Africa, Angola is currently experiencing a significant demographic shift, with a population that has reached approximately 36.6 million (Census 2024). The rapid population growth (3.4%) is driven by one of the highest fertility rates in the region (4.8 children per woman in average, 6.9 in rural areas/ MICS 2023-2024). Angola has one of the highest rates of unmet need for family planning in sub-Saharan Africa, with 37% of married/common-law women aged 15–49 desire to control fertility (either by intervals or number) but do not have the access to modern contraceptives (IIMS 2023-2024). This figure rises to 44,4% among adolescent girls aged 15-19. Additionally, approximately 27% of Angolan girls in this age group have experienced a least pregnancy and this rate increases up to 50% in some of the provinces. Births to adolescents and young women (ages 10-24) account for 51,5% of the total births each year, which equates to approximately 630,000 births annually attributable to adolescents and young mothers. Furthermore, available data suggest that inadequate menstrual hygiene management hinders girls' education in Angola, emphasizing the urgent need for comprehensive interventions to address this issue. The data from the Angola Employment Survey (2024), indicates that at the national level the majority of employed people are in informal employment, 79.8% of which 70.7% are men and 88.5% are women. The unemployment rate for the population aged 15 and over was estimated at 32.4%1, being higher for women at 31.4%. UNFPA Angola is currently implementing its 9th Country Program Document (CPD) agreed with the Angolan government. This CPD aims to accelerate the achievement of the Three transformative results mentioned above. Through the current CPD, UNFPA in Angola contributes to improved access to information, education, and services in Sexual and Reproductive Health and Rights, especially for adolescents and youth, women, and the most vulnerable populations. The CPD consisted of four outputs: a. Quality of Services: Promoting integrated SRH services including maternal and neonatal health, family planning, comprehensive sexuality education, and prevention/ response to GBV (Gender Based Violence) b. Social and Gender Norms: Identifying social and gender norms that are harmful to attain SRHR (e.g. adolescent pregnancies, child marriage, GBV, etc.) and raising awareness of the role of social norms, engaging men, boys and communities in strategies and change efforts c. Youth and Adolescents: Increasing youth and adolescent participation, education on SRH, promoting their empowerment and bodily autonomy. d. Population and Development Data: Strengthening the generation and analysis of population data and promoting its use for policies and programmatic decision-making The proposed position will support planning, implementation, and monitoring and evaluation of interventions that aim to improve adolescents’ and youth’s access to quality services, with focus on the following areas: adolescent-friendly health services, comprehensive sexuality education (schools and communities), and menstrual hygiene management. Across these programmatic areas, this position will focus on supporting the CO in building innovative partnerships and resource mobilization, as well as sustainable financing mechanisms for Sexual and Reproductive Health.

Task Description

Under the direct supervision of Rinko Kinoshita, Representative, UNFPA Angola, and technical supervision by Luis Samacumbi, Gender, Youth, and Humanitarian Program Analyst, UNFPA Angola, the UN Volunteer will undertake the following tasks: 1. Sexual and Reproductive Health and Education for adolescents and youths. - Contribute to developing draft workplans, implementing programmatic actions, monitoring of actions in collaboration with UNFPA’s implementing partners in SRH of adolescents and youth. - Support the organization and coordination of project missions, workshops, and meetings, strategic dialogues, liaising with partners, and prepare related documentation. - Support implementation of programmatic activities linked to Menstrual Hygiene Management (MHM) and economic empowerment of women and girls through operationalizing new sewing rooms. - Participate in the planning, implementation, and coordination of research initiatives, such as field data collection and stakeholder consultations. - Identify the most vulnerable / furthest left behind populations such as those affected by climate change and human mobility, to design and implement prioritized actions for improved sexual and reproductive rights of adolescents and youth. - Contribute to preparation of training workshops and awareness-raising sessions related to adolescent-friendly health services and peer educators for CSE in schools and communities in collaboration with partners. - Support the office in documenting strategies, tools and post-training follow-up for sustainable capacity development initiatives to drive a scaling up of the capacity development efforts. 2. Knowledge management / sharing - Support the office with collecting and analyzing quantitative and qualitative data to be used for advocacy, communications, and reporting. - Consolidate, document and report good practices, lessons learned based on data and evidence. - Contribute to cost-benefit analysis and cost effectiveness of the interventions related to capacity development and ASRH to generate evidence/ data for advocacy. - Provide support in drafting background papers, reports, and policy briefs related to Gender - Equality and Women Empowerment. 3. Partnerships and resource mobilization, and sustainable financing - Support the office in mapping and exploring existing and emerging partnership opportunities that support Adolescents’ sexual and reproductive health and CSE. - Develop high-impact pitches and impactful human-interest stories for the priority areas mentioned above, using data and evidence. - Support the programme officers in developing timely and quality donor reporting, funding proposals/ concept notes, and advocacy/ communications materials related to Adolescents’ health and education. - Identifying innovative partnership opportunities with the private sector in close relationship with the programme officers and the Communications Specialist– especially around the Lobito corridor - Be part of the planning and organization of missions/ field visits and/or meetings with potential donors or partners to develop the sound partnerships for UNFPA’s priority areas, with focus on “from funding to financing” - Provide capacity building support to Youth-Led Organizations, assisting the Programme Officers. - Assisting in any other task as required by the Country Office Furthermore, UN Volunteers are required to: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. - Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. - Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. - Assist with the UNV Buddy Programme for newly arrived UN Volunteers; - Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible

Skills and experience

Living conditions and remarks
Angola is characterized by significant poverty, inequality, and a lack of access to basic services, particularly in rural areas. Despite its wealth in natural resources, Angola faces challenges in translating economic gains into improved living standards for its population. Living in Angola in 2025 offers a mix of vibrant urban life and unique cultural experiences, especially in Luanda, where many expatriates settle. Housing options range from modern apartments in secure neighborhoods to more traditional homes, with essential services like supermarkets, restaurants, and private clinics readily available. While occasional power and water interruptions occur, most residences use backup systems. Health care for UN staff is primarily sought in private facilities.
