Mission and objectives

UNFPA’s goal is to achieve universal access to sexual and reproductive health, realize reproductive rights, and reduce maternal mortality to accelerate progress on the ICPD agenda, to improve the lives of adolescents and youth, and women, enabled by population dynamics, human rights, and gender equality. UNFPA launched efforts to achieve three transformative results, ambitions that promise to change the world for every man, woman and young person: 1.) Ending unmet need for family planning 2.) Ending preventable maternal death 3.) Ending gender-based violence and harmful practises UNFPA recognizes that innovation is a key accelerator to achieve these results. Context

Spotlight Initiative Africa Regional Program (SIARP) 2.0 is focused on eliminating sexual and gender-based violence (SGBV) and harmful practices (HP) and addressing their linkage to sexual and reproductive health and rights (SRHR) in Africa. The program prioritises strengthening existing strategies and initiatives, such as the African Union (AU) Gender Strategy 2017 -2027, AU Agenda 2063, the Maputo Plan of Action and harnesses the respective strengths of multi-sectoral, multi-level partnerships, which will support the acceleration of transformative changes. The program is jointly implemented by UNFPA, UNDP, UNICEF and UN Women, under the leadership of UN DCO- Regional Office for Africa, and works closely with the AU, the Regional Economic Commissions, and key regional CSOs and partners. A strong component of the initiative are efforts on evidence generation and strengthening on Violence Against Women and Girls (VAWG)/ SGBV/ HP and sexual reproductive health and rights (SRHR) that impact on women and especially young adolescent girls. This includes design, review and updating of harmonised tools (methodologies and indicators); organising capacity strengthening on data collection, analysis and dissemination of both regional and national institutions, including the national statistics office, departments of gender, civil society organisations; development of knowledge products and research that informs evidence-based decision making and monitoring progress of SDGs and regional frameworks. The initiative has a vacancy for the position of Gender Data Analyst (International UNV) based within the East and Southern Africa Regional Office, UNFPA in Johannesburg, South Africa. S/he will be a UNFPA staff working closely with the three UN agencies (UNICEF, UN Women and UNDP) and key partners to ensure the successful delivery of Data programme activities and achievement of the results in an integrated and coordinated manner.

Task description

Under the direct supervision of the Regional Technical Adviser, Population Data Policy, UNFPA East and Southern Africa Regional Office, the Gender Data Analyst will undertake the following tasks: - Support to coordinate the process to review and update the harmonized and standardized data collection, analysis, and dissemination tools (including methodologies and indicators) on Violence Against Women and Girls (VAWG)/Sexual and Gender-Based Violence (SGBV)/Harmful Practices (HP) and Sexual and Reproductive Health and Rights (SRHR ) to measure continental progress and identify key priorities and gaps. - Organize and participate as a resource person to strengthen the capacity of identified regional and national institutions as well as Civil Society Organizations (CSOs ) on data collection, analysis, reporting, and utilization methodologies related to VAWG/SGBV/HP and other SRHR-related indicators. - Facilitate the drafting and development of robust knowledge products and evidence-based briefing papers to improve evidence-based communication for impact on Gender-Based Violence (GBV), SRHR, other vital statistics, and population and development to emphasize strategic regional and country-specific GBV and HP issues. - Support the review of gender data on adolescent girls, young people, people with disabilities, and vulnerable groups on VAWG, SGBV, HP, and SRHR by engaging stakeholders such as National Statistical Offices (NSOs), departments of Gender, the African Union (AU), Regional Economic Communities (RECs), African Development Bank (AfDB), UN Agencies, and research institutions through technical consultations, joint working groups, and data validation workshops to inform regional priority-setting, advocacy, and resource allocation. - Support efforts on evidence building on GBV, VAWG, SRHR, and HP impacting women and young adolescent girls with a focus on: (i) developing and implementing a methodology for secondary analysis of household-based survey/administrative data to understand the linkages between child marriage, school-related barriers for girls, gender norms, and teenage pregnancy; (ii) formative evidence on girls’ menstrual health and hygiene; and (iii) data and evidence building on school-related gender-based violence; (iv) improved use of real-time data in policy dialogues for program improvement. - Support comprehensive analysis and research findings, as well as the exchange of best practices, to enhance knowledge pertaining to the regional Sexual and Gender-Based Violence (SGBV) programme on VAWG/GBV, HP, and SRHR, all aimed at promoting sustainable and inclusive development. - Support the development and strengthening of systems and facilitate the upkeep of accessible databases (e.g., Gender-Based Violence Information Management System (GBVIMS)) in all settings (e.g., development and humanitarian settings). - Support advocacy efforts that use gender data to influence policy and resource allocation, including supporting the interpretation of data to inform advocacy and programming. - Undertake other tasks relevant to the SIARP 2.0 and UNFPA mandate areas as required by UNFPA and the project.

Skills and experience

Experience working on data related to Violence Against Women and Girls (VAWG), Sexual and Gender-Based Violence (SGBV), Harmful Practices (HP), and Sexual and Reproductive Health and Rights (SRHR) is required. A clear understanding of data collection, analytics, dashboard development, and utilization protocols is a must. - Seven years of professional experience in the field of social and demographic data collection, analysis, and utilization on gender-related issues, preferably in a developing country; - At least five years of experience working on data related to VAWG, SGBV, HP, and SRHR, with a clear understanding of data collection, analytics, dashboard development, and utilization protocols; - Experience in capacity strengthening of regional and national research institutions, implementing partners, consultants, and civil society organizations (CSOs ) on the utilization of evidence-based decision making in development planning and policy issues; - Experience in the development of continuous professional development materials, such as Learning Management Systems (e.g., Moodle, Canvas by Instructure, and other virtual platforms); - Experience in developing analytical reports and advocacy papers, such as policy briefs, bulletins, and brochures with appropriate evidence for influencing decision making; - Experience in analysis and organization of different data sources such as Demographic and Health Surveys (DHS)/Multiple Indicator Cluster Surveys (MICS), census, household/community/facility surveys (qualitative and quantitative), vital statistics, Gender-Based Violence Information Management System (GBVIMS), routine Health Management Information Systems (HMIS), etc.; - Proficiency in current Microsoft Office, statistical software applications, and other visualization/analytical tools; - Good communication skills, especially for the transfer of knowledge and skills to counterparts

Additional information

Living conditions and remarks
The position is based in Johannesburg, South Africa at the UNFPA Regional Office. The holder is expected to get his/her own accommodation and make travel arrangements to and from the office. UNFPA will provide payment in accordance with the UNV guidelines and rates. UN Volunteers receives the below entitlements: - A Monthly Volunteer Living Allowance (VLA): $2496.24 per month; - A once off entry lumpsum of $3500 at the start of the assignment; - Family allowance $250 per month for one dependent. $450 per month for two or more dependents - Medical insurance; Life cover, and annual leave; - Access to all learning platforms; - A once off exit lumpsum at the end of the assignment.
