Mission and Objectives
Since 1997, IOM has supported the Government of Kyrgyzstan in addressing migration challenges, building institutional capacity, and fostering dialogue with civil society. IOM’s mission in Kyrgyzstan is to promote humane and orderly migration that benefits migrants and society, while supporting the government in managing migration challenges. Its objectives focus on migration governance, protection of migrants’ rights, and sustainable development through mobility.
Core principle: Migration should be managed in a way that respects human dignity and rights, while benefiting both migrants and host communities.
IOM in Kyrgyzstan focuses on migration governance, labor mobility, protection of rights, and sustainable development, while leveraging digital tools and diaspora engagement. Its mission is to ensure migration is managed humanely and contributes positively to Kyrgyz society.
Context
The UN Volunteer assignment supports implementation of the Mobility Tracking Matrix (MTM) in Bishkek, Kyrgyzstan. IOM’s Mobility Tracking Matrix (MTM) was established in 2022 in Kyrgyzstan (more information: https://dtm.iom.int/kyrgyzstan). MTM is adapted to the context in Kyrgyzstan based on IOM’s Global Displacement Tracking Matrix (DTM) methodology. MTM is a system that tracks and monitors displacement and population mobility. It is designed to regularly and systematically capture, process and disseminate information to provide a better understanding of the movements and evolving needs of various mobile populations, whether on site or en route.
The assignment concretely focusses on establishing an MTM geodatabase for Bishkek with IOM collected data, including providing technical support to enumerators to enhance data quality.
Task Description
Under the direct supervision of Programme Coordinator based in Bishkek, Kyrgyzstan and in close coordination with the MTM Kyrgyzstan team, the Sub-regional MTM team (Kazakhstan) and the Global DTM team (IOM HQ, Switzerland), GIS and Mobile Mapping Specialist will perform the following tasks:
1. Preparation and technical setup
- Review project objectives, mobility indicators, and data collection methodology;
- Design and configure SW Maps projects, including layers, attributes, validation rules, and naming conventions;
2. Training and capacity building of enumerators: Deliver structured training sessions for enumerators on:
- Basic map reading, GPS and cartographic concepts and use of the SW Maps smartphone application;
- GPS principles, coordinate systems, and location accuracy;
- Use of SW Maps on smartphones, including offline mapping, feature capture, attribute completion, and data synchronization;
- Facilitate hands-on field practice sessions and assess enumerator readiness;
3. Field data collection support and quality assurance
- Provide technical support to enumerators during fieldwork, including troubleshooting SW Maps and GPS-related issues;
- Conduct regular quality checks to identify missing values, cleaning and validation of collected datasets. duplicate entries, spatial inconsistencies, and out-of-bound records;
- Maintain quality assurance logs and feedback mechanisms.
4. Data cleaning, management and documentation
- Consolidate and clean collected datasets, ensuring completeness, consistency, and accuracy;
- Validate spatial and attribute data and prepare analysis-ready geospatial datasets;
- Document data structures, limitations, and quality considerations in line with organizational standards.
- Establish a simple database, document datasets and ensure proper handover of GIS and mapping outputs.
5. Mapping, analysis and visualization
- Produce updated base maps of Bishkek integrating collected spatial data;
- Produce base maps and thematic maps related to internal mobility in Bishkek.
- Develop thematic maps related to mobility, including but not limited to: Mobility hotspots and concentration areas; Key locations and service access points; Mobility patterns and spatial trends derived from collected data;
Ensure maps meet cartographic standards and are suitable for operational use, reporting, and presentations;
- Prepare and configure SW Maps projects, including layers, attributes and validation rules;
6. Knowledge transfer and reporting
- Support handover of GIS files, cleaned datasets, and map products to the host entity;
- Contribute to drafting brief technical notes or reports summarizing methodology, findings, and recommendations for future data collection exercises.
