Mission and objectives

The United Nations Multi-Country Sustainable Development Cooperation Framework in the Caribbean (MSDCF), which is aligned to the SDGs, identifies a single framework for the UN to partner with the region for joint Caribbean development. This document is a plan for UN development activities in the 22 countries within the English- and Dutch-speaking Caribbean for a five-year period. These activities support the achievement of the 2030 Agenda. The current MSDCF runs from 2022 to 2026. This particular plan specifically takes into account the need to ‘Build Back Better’ from the Covid-19 pandemic, and to address structural vulnerabilities unique to the Caribbean as a whole. All 17 Sustainable Development Goals are covered by this plan, but strategic priority was given to 73 of the total 169 SDG targets. Twenty-two UN Funds, programmes and agencies work together for the UN system. The UN partners with governments, public sector entities, regional institutions, private sector, civil society, the media, and other entities to achieve the objectives of the MSDCF. This MSDCF organises the UN's development work in the Caribbean around four major thematic areas: Shared Prosperity and Economic Resilience; Equality, Well-being and Leaving No One Behind; Resilience to Climate Change/Shocks and Sustainable Management of Natural Resources; Peace, Safety, Justice and the Rule of Law. To ensure the MSDCF is rolled out in Trinidad and Tobago in alignment with the country's national agenda for sustainable development, the UN Country Team partners with the Government of Trinidad and Tobago on a Country Implementation Plan (CIP). A CIP is drafted and implemented annually for the duration of the five-year MSDCF cycle, with the UN Country Team delivering annual reports to account for the work done in the previous year's CIP.

Context

The graphic design and professional layout of the Common Country Analysis (CCA) for Aruba will play a critical role in positioning the document as an effective tool for outreach, advocacy, and policy engagement with national stakeholders, development partners, and civil society. As a flagship analytical product of the United Nations Multi-Country Office for Trinidad and Tobago, Aruba, Curaçao and Sint Maarten, the CCA is intended not only to inform but also to influence dialogue and decision-making. Its presentation must therefore elevate the accessibility and clarity of key findings, enabling stakeholders to readily engage with the evidence base and development narrative. Importantly, the finalized publication will directly inform and feed into the next iteration of the Multi-Country Sustainable Development Cooperation Framework (MSDCF), strengthening the strategic alignment of UN support with national priorities. Within this context, the selected expert’s contribution extends beyond design execution to supporting the broader development agenda. By transforming the CCA into a high-quality, professional, and visually compelling publication, the expert will enhance its utility as an instrument for policy dialogue, partnership-building, and resource mobilization. This, in turn, contributes to advancing the Sustainable Development Goals (SDGs) by ensuring that critical development insights are effectively communicated, widely disseminated, and acted upon. The assignment is therefore integral to reinforcing the UN’s role as a trusted knowledge partner and to facilitating evidence-based planning and coordinated action in Aruba.

Task description

The assignment entails the graphic design and professional layout of the Common Country Analysis (CCA) report for Aruba, transforming a technical analytical document into a visually compelling, accessible, and publication-ready product. The selected expert will develop a clean, coherent design system aligned with United Nations branding guidelines, enhancing readability, narrative flow, and visual hierarchy. This includes integrating text, data visualizations and infographics into a consistent layout that communicates complex development insights clearly to diverse audiences, including policymakers, development partners, and the general public. Emphasis should be placed on clarity, consistency across chapters, effective use of white space, and the strategic presentation of key messages and data. No new content would need to be generated and the assignment is focused on packaging the provided report in publishable digital and print products. The expert will convert the finalized CCA manuscript into a high-quality output suitable for both digital and physical dissemination. For digital publication, this includes an optimized, interactive-ready PDF with functional navigation, hyperlinks, and accessibility features. For print, the expert will prepare press-ready files with appropriate specifications (bleed, margins, color profiles, and resolution) to ensure professional-grade hard copies. The final deliverable should meet the standards of flagship United Nations publications, elevating the CCA into a polished, visually engaging document that supports effective outreach, policy dialogue, and stakeholder engagement in Aruba.

Skills and experience

The assignment requires a graphic design professional with demonstrated experience in editorial design, publication layout, and the production of high-quality reports. While extensive years of experience are not mandatory, the expert should have a strong portfolio showcasing work on reports, policy documents, or similar long-form publications, ideally within development, public sector, or international organization contexts. A solid understanding of visual hierarchy, typography, color theory, and data visualization is essential, along with the ability to translate complex analytical content into clear, engaging, and accessible design formats aligned with United Nations branding standards. Proficiency in industry-standard design software is required, including Adobe InDesign, Adobe Illustrator, and Adobe Photoshop, or equivalent tools. Familiarity with digital publishing formats (interactive PDFs) and print production requirements is also necessary. The expert should demonstrate adaptability in using emerging AI-assisted design tools (such as layout automation, image enhancement, and generative design support) to improve efficiency and quality, while maintaining editorial precision and consistency. Strong attention to detail, ability to meet deadlines, and effective communication skills for iterative feedback processes are critical for successful delivery.
