Mission and objectives
UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. UNICEF’s mandate, mission and unique attributes provide a strategic advantage in promoting and supporting transformational change to achieve sustainable coverage at scale. After more than 45 years in Lao PDR, UNICEF Lao PDR UNICEF is one of the longest-serving international organizations in the country plays an important role in supporting the government, advocating for reform and leading coordination to scale-up results.
Context
UNICEF has been working in Lao PDR continuously since 1973, one of the longest-serving international organizations in the country. We have been implementing one of UNICEF’s largest country programmes worldwide, working tirelessly to promote the rights of children and women and to bring basic services - education, health, nutrition, protection, water, sanitation and hygiene - to those who are most in need.
In Lao People’s Democratic Republic (PDR), UNICEF is promoting the rights and wellbeing of every child. Together with our partners, we are focusing and putting extra efforts on reaching the most vulnerable and excluded children throughout the country.
As part of the Information Communication Technology (ICT) team, the UNV will contribute his/her technical expertise to support the delivery of ICT services that enable clients to achieve their organizational goals and operational objectives. In doing so, the incumbent demonstrates the ability to anticipate ICT related needs and develop solutions that align technology, digital systems, and data management with UNICEF’s business requirements.
Task description
ICT Systems and Digital Solutions
- Perform specialized ICT application administration to ensure system functionality, usability, and effective user experience.
- Analyze business and functional requirements, conduct data analysis, and develop functional specifications for new systems, dashboards, and enhancements to existing applications.
- Design, develop, and maintain interactive dashboards and reports to support management decision-making using data from multiple sources.
- Support the development, customization, testing, debugging, and implementation of applications and systems, including automation of office workflows using Microsoft 365 tools (SharePoint, Power Automate, Power Apps, Power BI, Excel).
ICT Operations and Support
- Provide Help Desk support for ICT hardware and applications, including troubleshooting and resolving day-to-day ICT issues.
- Develop and maintain technical documentation, user manuals, and standard operating procedures.
- Assess user training needs and deliver training sessions on ICT systems, dashboards, and digital workflows.
- Provide ICT support for conferences, meetings, and meeting room technologies.
ICT Projects and Reporting
- Assist in the planning and management of ICT projects related to digital transformation, data analytics, dashboard development, and system automation.
- Prepare periodic and ad hoc reports, including ICT performance metrics and ICT asset and inventory reports.
Emergency and Coordination Support
- Support emergency preparedness and response activities by maintaining the UNICEF Lao PDR Emergency Collaboration Portal (SharePoint and Microsoft Teams), ensuring updated content and secure access.
- Provide ICT support during emergency activations, including rapid setup of communication tools, dashboards, and information-sharing platforms.
- Coordinate with programme and operations sections to support data collection, reporting, and information management during emergencies.
Innovation and Sustainability
- Support greening ICT initiatives by promoting digital workflows and reducing paper-based processes through effective use of Microsoft 365 tools.
- Assist in ensuring compliance with UNICEF and UN ICT security policies, data protection standards, and business continuity requirements.
- Contribute to continuous improvement of ICT services by documenting lessons learned and recommending enhancements based on operational needs and user feedback.

Skills and experience
- providing ICT Help Desk and end-user support, including troubleshooting hardware, software, and application issues; Microsoft 365 (O365) administration and support, including SharePoint, Teams, Outlook, and OneDrive; developing and maintaining digital solutions using Power Apps and Power Automate (Flow); advanced Microsoft Excel, including data analysis, formulas, pivot tables, and reporting; dashboard development and data analysis, including the use of Power BI and data from multiple sources, or other relevant programmes; experience with mobile application development and support is an asset, as is experience working in the UN or other international development organization;
- Strong analytical, problem-solving, and documentation skills, with the ability to prepare technical reports and user guides.
- Good communication and interpersonal skills, with the ability to work effectively in a multicultural and team-oriented environment.
- Solid computer literacy and ability to work independently with minimal supervision and under tight deadlines.
- Interest in digital transformation, innovation, and volunteerism within the UN system.
- Sound security awareness;
- Have affinity with or interest in child rights, volunteerism as a mechanism for sustainablee development, and the UN system.

Additional information
Living conditions and remarks
Location of the workplace: The workplace is located by the side of the Mekong River, 3km from the center of Vientiane Capital and easy to reach. Commute is either done by private car, taxis, motorcycles or bicycles. The UNV will be based within the Operations section of the UNICEF Lao PDR Office in the Capital City of Vientiane. The assignment may also require periodic travel to support programme implementation, monitoring missions and facilitate child protection activities in the provinces. All work-related travel supports to sub-national level, including air tickets, car rentals, security clearance and will be supported by UNICEF as per UNICEF rules. The UNICEF Lao PDR Office is a multi-cultural working environment with around 100 personnel working to protect and advance the rights of children.
