Mission and Objectives

The ambitious 2030 Agenda for Sustainable Development requires bold changes across the United Nations. Achieving the Sustainable Development Goals (SDGs) is imperative for a safe and secure future of prosperity, opportunity, and human rights for all. SDGs are universal, interlinked, and indivisible and demand that the UN System reinvents itself to better serve the Member States and people. The Resolution on the UN Development System Reform agreed by all 193 countries on 31 May 2018 (A/RES/72/279) provides the mandates required for the UN Secretary-General (SG) and the UN System and its Agencies, Funds and Programmes (AFPs) to take forward their collective responsibilities to make the UN fit for purpose to support the implementation of the 2030 Agenda for Sustainable Development. The Resolution calls for a new generation of coherent and more integrated UNCTs to deliver shared and impactful policy advice, programmatic and operational support to sustainable development at the country level. In line with the UN Development System Reform, this new generation of UNCTs is to rely on the repositioned and strengthened UN Resident Coordinator System, that ensures greater cooperation and collaboration across the resident and non-resident AFPs, as well as enhances joint/cross-cutting strategic planning, programme implementation, communications, and business operations, which are more accessible and more attuned to the needs on the ground. UN Resident Coordinator’s Offices across the world act as the secretariat to the UN Resident Coordinators and UNCTs. Drawing on the expertise and experience of the entire UN System and its AFPs, UN RCOs provide organizational, advisory, and management support and promotes information exchange, cooperation, and collaboration.

Context

As the UN Country Team prepares for the transition to the next UN Sustainable Development Cooperation Framework (CF), the RCO is strengthening internal knowledge management systems to ensure continuity, accessible institutional memory, and timely information-sharing across RCO members and UN Agencies. In parallel, RCO aims to maintain a structured overview of key developments and public information relevant to the UN’s work in Lao PDR, including daily media coverage and scanning of emerging development trends. Within this context, the Knowledge Management Associate will support the RCO’s day-to-day efforts to strengthen the organization, accessibility and usability of internal knowledge resources, and to synthesize timely information that informs communications products, coordination messages and reporting. This role is designed to support capacity development through hands-on experience in UN coordination support, digital knowledge organisation and internal communication processes.

Task Description

Under the direct supervision of UN Resident Coordinator’s Office (RCO) Head of Office or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks: - Support the management of Resident Coordinator remarks and speeches, ensuring doc-uments are properly archived and uploaded. - Assist with the transition and reorganization of SharePoint folders in preparation for the new Cooperation Framework (CF) - Organize and update SharePoint files, including Cooperation Framework focal points and Sub Working Groups (SWGs)l to strengthen internal knowledge management. - Maintain and regularly update the communications materials inventory. - Produce concise media monitoring summaries to support partnership visibility and report-ing. - Regularly identify and share new publications, reports, programme launches, and key ini-tiatives from the UN system and development partners relevant to Lao PDR.

Vientiane, the capital city of Lao PDR is a relatively quiet and safe duty station with a low crime rate. It offers a relaxed pace of life. The city has a topical monsoon climate with distinct wet (May to October) and dry (November to April) seasons. Temperatures are generally warm year-round. Accommodation options are widely available and range from basic apartments to modern serviced units. Electricity and water supply are generally reliable in the capital. The cost of living is moderate, with affordable access to fresh food, restaurants, and basic household goods. Imported goods can be expensive. Mobile phone coverage and internet services are available and improving, though quality can vary across providers. Medical facilities in Vientiane are adequate for common conditions, with several private clin-ics and international-standard hospitals. For serious medical conditions, evacuation to Bang-kok or another regional hub may be necessary. Banking services, including ATMs and cur-rency exchange, are readily available, though cash is preferred in some rural areas. Cultural awareness is important: Lao society is conservative and values respect, humility, and social harmony. Dress modestly in professional and public settings. Alcohol consumption is common in social contexts but should be approached with sensitivity, particularly when en-gaging with government and community counterparts. Lao PDR is a unique country and this UN Volunteer assignment offers an enriching and re-warding experience. It requires a high level of cultural sensitivity, personal initiative, and commitment to contributing to sustainable development through migration governance. Flexi-bility and adaptability are essential in navigating a developing country context.
