UNDP Gambia was established in 1975 as a development partner to provide technical assistance through advice, access to its global knowledge networks and financial support to implement government development frameworks to boost capacity development and promote national efforts to eradicate poverty and attain the Sustainable Development Goals (SDGs). In The Gambia, UNDP supports national efforts for sustainable human development in line with the Gambian National Development Plan (NDP) 2018 – 2021 which is aligned with the 2030 Agenda for Sustainable Development/SDGs and the African Union Agenda 2063. To deliver on its mandate, UNDP partners with key government institutions and employs different means of actions including institutional capacity strengthening, harnessing strategic linkages, support to evidence-based policy formulation, planning and implementation, resource mobilization, support to national planning processes and mainstreaming of relevant issues.

UNDP supports The Gambia’s democratic transition by promoting transparency, accountability, and responsive governance, strengthening citizen participation—especially among women, youth, and the diaspora—and expanding access to justice for marginalized groups in close collaboration with justice institutions and civil society. The EU-UNDP GREAT Initiative (“The Gambia’s Responsive and Accountable Democratic Transition Project”) contributes to democratic consolidation following the 22-year rule of former President Yahya Jammeh, which was marked by widespread human rights abuses. The initiative is anchored in national priorities, including the Government’s post-TRRC commitments outlined in the 2022 White Paper. The project aims to support constitutional and legislative reforms, enhance transitional justice and the rule of law, and strengthen local governance systems for inclusive and effective service delivery. These objectives align with SDG 16, NDP Strategic Priority 1 on good governance and citizen empowerment, and UNDP’s Strategic Plan Outcome 2 on democratic governance systems that meet citizens’ expectations for participation, development, and accountability. As part of this initiative, the EU-UNDP GREAT Project seeks to recruit a Monitoring and Evaluation Specialist to support the Judiciary. The Specialist will track project performance, monitor implementation against the Judiciary’s Work Plan, and ensure timely, accurate reporting to internal and external stakeholders. The role will be embedded within the Judiciary, reporting to the Judicial Secretary, and will coordinate closely with the EU-UNDP Project Manager to ensure contract compliance and effective delivery of project outputs.

Task description

Under the delegated authority and direct supervision of the Judicial Secretary, in coordination with the EU-UNDP GREAT Project Manager or their designated representative(s). Within the delegated authority and under the direct supervision of the Judicial Secretary in coordination with the Project Manager or his/her designated mandated representative(s), the UNV (United Nations Volunteers) GREAT Project Monitoring and Evaluation Specialist will: Facilitate and substantively contribute to the incorporation of monitoring and reporting into the Judiciary’s programme formulation: - Assist in the development concept notes, strategies, workplans and implementation of the EUUNDP Great Project activities. - Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes. - Include inputs from relevant evaluation findings, conclusions, and recommendations into programme formulation. - Contribute to the Judiciary’s annual work plan monitoring, reviews, and reporting with regards to, but not limited to the EU-UNDP GREAT Project including the judiciary Strategic Plan (2021-2025). Contribute substantively to the monitoring and tracking of results: - Coordinate with the Judiciary and relevant stakeholders to ensure that data collection and analysis from field visits are coordinated and standardized across projects. - Monitor data from the EU-UNDP GREAT Project activities and other related activities on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making. - Visit the Project sites to support monitoring of results and planning processes as required. - Draft and monitor the Judiciary's Monitoring, Evaluation, and Research Plans as it relates to the Judiciary Strategic Plan and other projects. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences: - Facilitate the process of the Judiciary’s meeting internal and external reporting requirements and deadlines, including annual reporting process; - Draft project reports - Identify relevant evaluation findings, conclusions and recommendations and input them into project reporting - Collect and maintain data for the Judiciary Contribute to knowledge building and capacity building: - Identify and disseminate good practices, lessons, and knowledge, as identified through Project implementation, monitoring and evaluation activities; Contribute to the development of capacity development tools, including training materials and packages; - Facilitate capacity building opportunities for staff and partners at the Judiciary in the areas of Results Based Management (RBM), Monitoring and Evaluation; - Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all Judiciary staff members through communication, training, learning and development activities Any other relevant responsibilities as assigned by the Judicial Secretary and EU-UNDP GREAT Project Manager

Skills and experience

- Professional certifications in monitoring and evaluation (M&E) or relevant experience in Monitoring & Evaluating development projects is required. - Relevant experience in programme and/or team management working with quality assurance instruments, results-based management models, and multiple stakeholders providing advisory services and managing a complex portfolio of projects. - Proven programme management experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring & evaluation). - Experience in the usage of computers and office software packages, experience in handling of web-based management systems. - Experience in analysis of socio-economic issues and related policy matters is desirable. - A project/programme management certification would be an added advantage. Other desired/mandatory required technical knowledge - Excellent oral and written skills; excellent drafting, formulation, reporting skills; - Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at various levels; familiarity with tools and approaches of communications for development. - Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; - Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; - Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; - Sound security awareness. - Have affinity with or interest in UNDP’s volunteerism as a mechanism for durable development, and the UN System.
