What the volunteer will do
Mission and objectives
As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities, and to build resilience to achieve the Sustainable Development Goals. Context
Under the overall guidance of Resident Representative (RR), the Deputy Resident Representative (DRR), , and under direct supervision of the Assistant Resident Representative (ARR)/Head of Climate Change and Environment Programme Unit, the Monitoring, Reporting, Communication Officer is expected to contribute to ensure effective management of the above-mentioned projects/initiatives, especially the monitoring, reporting, and communication of results and impact as well as supporting resource mobilization efforts.
The officer will work in close collaboration with Programme and the Operations Teams, works to ensure a collaborative and harmonized joint UNDP programme. Cross-cutting coordination with Country Office and relevant experts will be required to increase the impact of the development interventions.
Task description
Under the direct supervision of the Head of Climate Change and Environment Unit/ARR and in close collaboration with the relevant project managers, the Monitoring, Reporting, Communication Officer will support the management and implementation of the above-mentioned projects to monitor, evaluate, report and communicate results generated by the project implementation. The successful candidate will also be expected to support the project team to manage the knowledge management as well as capacity building and awareness raising.
Under the guidance of and close coordination and communication with the government and the supervision of the Project Manager, the Project Officer will:
1. Support project management and implementation
- Contributes to planning and implementation of project activities, ensuring inputs and deliverables are delivered on time and meet quality standards.
- Supports procurement and mobilization of goods, services and consultants, including drafting Terms of Reference (ToRs), reviewing deliverables and supporting consultant selection processes.
- Assists in applying UNDP project management procedures, including quality assurance checks and timely documentation of project milestones.
- Supports application of UNDP’s risk management framework, including preliminary screening and monitoring of Social and Environmental Standards (SES) and follow-up on agreed safeguards measures.
2. Assist planning, monitoring and reporting of results
- Supports preparation of quarterly and annual monitoring plans and project monitoring templates, contributing inputs and drafting sections for review by the Project Manager and project assurance team.
- Assists in drafting internal and external progress reports for UNDP, Government and donors, ensuring consistency with results frameworks and indicators.
- Participates in regular monitoring and analysis of project results, contributing to timely adjustments in activities, documenting lessons learned and preparing inputs for impact measurement.
- Supports preparation and quality assurance of assessments required for project implementation (e.g., capacity assessments, risk assessments, private sector due diligence).
3. Support communication and knowledge management
- Contributes to development and implementation of project communication and knowledge management plans aligned with UNDP’s Communication and Advocacy Strategy.
- Assists in producing knowledge products, case studies, technical briefs, social media content, graphics and training materials that communicate project results, lessons learned and best practices.
- Supports outreach to media, civil society, private sector and development partners to increase visibility and stakeholder buy-in.
- Assists in integrating evaluation findings and monitoring data into programme and policy advisory products, and supports dissemination of lessons learned through workshops, webinars and events.
- Supports delivery of capacity-building and awareness-raising activities related to climate change, biodiversity and Nationally Determined Contributions (e.g., NDC 3.0) and National Biodiversity Strategy and Action Plan (NBSAP).
4. Support strategic partnerships and resource mobilization
- Conducts background research and prepares donor and partner briefs, mapping potential partners and funding opportunities, and identifying areas for collaboration or cost-sharing.
- Supports drafting of concept notes, proposals and project documents for vertical funds (e.g., GCF, GEF, Adaptation Fund) and other donors, including preparation of annexes and consolidated inputs from technical teams.
- Assists in preparation of donor reports and ensures compliance with partnership agreement conditions and reporting requirements.
- Contributes to development of communication packages to showcase impact and lessons learned to potential donors and partners.
5. Coordination and representation
- Works closely with Programme and Operations Teams, government partners and stakeholders to ensure coordinated, harmonized UNDP support.
- Represents the project team in relevant meetings and working groups as requested by the Project Manager and documents key decisions and follow-up actions.

Skills and experience
- Minimum of three (3) years of relevant professional experience at national or international level in project management, monitoring and reporting, communication and/or technical advisory services in climate change, environment, natural resources management or biodiversity.
- Experience supporting multi-stakeholder projects and coordination across government, UN and development partners.
- Experience producing monitoring products, knowledge management outputs, and do-nor-facing documentation.
- Experience with vertical funds (GCF, GEF, Adaptation Fund) and proposal development is desirable.
- Prior experience in UN agencies or international organizations is an advantage.
- Strong analytical skills, including experience with open-source research, data aggregation and producing evidence-based reports.
- Demonstrated experience in monitoring, reporting, and knowledge management for cli-mate and environment projects.
- Excellent written and oral communication skills in English; working knowledge of Portuguese and/or Tetum an asset. Spanish fluency is an advantage.
- Proficiency in Microsoft Office, Google Workspace; familiarity with Power BI or similar data visualization tools and Adobe suite is desirable.
- Ability to work collaboratively in multi-cultural teams and to facilitate stakeholder engagement.
