Mission and objectives
UNICEF works across the globe to protect the rights and well-being of every child, especially the most disadvantaged, ensuring they survive, thrive, and reach their full potential. Operating in over 190 countries and territories, UNICEF partners with governments, civil society, and communities to save lives, defend rights, and build a better future for all.
In Uzbekistan, UNICEF has been a trusted partner for more than 30 years, supporting national efforts to guarantee that every child—regardless of background—has access to quality health care, education, protection, and opportunities to participate. Together with the Government and partners, UNICEF strives to create an inclusive environment where children and young people can learn, grow, and contribute to sustainable development, ensuring a fair chance for every child and young person.
Context
The UNV Specialist will be embedded within the Education (Learning, Skilling and Participation) team, which leads interventions across the lifecycle of a child - from early childhood development and preschool to school education and the school-to-work transition.
In Uzbekistan, UNICEF chairs the Local Education Group and has spearheaded the development of the National Partnership Compact. UNICEF supports the Ministry of Preschool and School Education to expand access to inclusive early childhood education, introduce competency-based and gender-transformative curricula, and reform assessment systems. UNICEF is also advancing integration of digital and AI-based solutions to improve learning outcomes, while working with diverse partners to equip adolescents and youth with transferable, digital, STEM, green, employability, and entrepreneurship skills, as well as opportunities for first employment experiences.
Given the breadth of these strategic partnerships with government agencies, IFIs, development agencies, NGOs, and the private sector, UNICEF requires professional support to design and deliver high-quality monitoring, reporting, communication and visibility functions. The UNV Specialist will play a critical role in demonstrating the significant work undertaken, the results achieved, and the impact generated, thereby strengthening donor engagement and amplifying UNICEF’s leadership in education and youth empowerment.
Task description
Under the direct supervision of the Chief of Education and working in close collaboration with the Education team and UNICEF Communication colleagues, the UN Volunteer will undertake the following tasks:
1. Strategic Monitoring & Reporting

Design advocacy materials such as banners, posters, and infographics for education and youth empowerment projects.
Create strategic communication packages for events, workshops, and conferences.
Develop dissemination materials showcasing project achievements and youth-led initiatives.
3. Multimedia Production
Draft scenarios/storyboards for Human Interest Stories (HIS) and video productions aligning communication products with strategic priorities.
Coordinate logistics and shooting of HIS, ensuring youth voices and project impact are effectively captured.
Liaise with photographers, videographers, and production teams to deliver high-quality outputs.
4. Monitoring & Evaluation (M&E) of Communication Outputs

Living conditions and remarks
Uzbekistan offers a unique living experience characterized by its rich cultural heritage, diverse landscapes, and vibrant cities. The capital city, Tashkent, is the primary hub for expatriates and international organizations, providing a blend of modern amenities and traditional charm. The cost of living in Uzbekistan is relatively low compared to many other countries, making it an attractive destination for international staff. Essential goods and services, including fresh products, dining, and public transportation, are affordable and readily available.
UN Volunteers will receive a competitive living allowance that ensures a comfortable standard of living. This allowance is designed to cover basic living expenses, including food, transportation, and leisure activities. Additionally, accommodation will be pre-arranged and booked by the host agency, ensuring that volunteers have a safe and convenient place to stay upon arrival. The accommodation provided will meet international standards, offering necessary amenities to support a comfortable living environment.
Healthcare services in Uzbekistan are improving, with several private clinics and hospitals available in major cities like Tashkent. However, it is advisable for international staff to have comprehensive health insurance that includes medical evacuation, given that healthcare facilities may not always meet the standards found in more developed countries.
Uzbekistan is known for its hospitality and welcoming people, making it a pleasant place for expatriates to live and work. While the primary language is Uzbek, Russian is also widely spoken, and basic knowledge of either language can be beneficial. English is not commonly spoken outside of professional settings, so language classes are recommended to facilitate smoother daily interactions.
Overall, living in Uzbekistan provides an enriching cultural experience with the support of a competitive living allowance and pre-arranged accommodation, ensuring that UN Volunteers can focus on their assignments and enjoy their time in the country.
