Needs Assessment & Strategy Development for Children in Street Situations (CSR)

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favouritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education, hygiene/sanitation and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Mozambique is in the process of developing a National Strategy with and for Children in Street Situations (CSR), led by the Government with support from UNICEF and partners. This strategy aims to address the complex and multidimensional vulnerabilities faced by children living and/or working on the streets, including exposure to violence, lack of access to basic services, family separation, and socio-economic exclusion. As part of this process, a needs assessment and service mapping exercise is being conducted to inform evidence-based strategic priorities. However, existing data is fragmented across sources (government, UN, NGOs), and requires consolidation, analysis, and translation into actionable insights. To strengthen the analytical foundation of the strategy, we are seeking support to structure, analyse, and synthesize data into clear, accessible, and decision-oriented outputs.

We are looking for one (1) Online Volunteer who, under the guidance of the Child Protection team and in close collaboration with key stakeholders, will support the analysis and consolidation of data for the needs assessment and strategy development process. Specifically, the Online Volunteer will: - Review and organize existing data sources, including: o Needs assessment findings o Service mapping data o Workshop and consultation notes o Secondary data (reports, studies, administrative data) - Support data cleaning and structuring, ensuring coherence and usability across datasets - Analyse data to identify key trends and gaps, including: o Profiles of children in street situations o Geographic disparities o Access to services (education, health, protection, social protection) o Key drivers (poverty, family breakdown, displacement, etc.) - Develop clear analytical outputs, such as: o Summary briefs o Tables and dashboards o Thematic insights aligned with strategic pillars - Contribute to the structuring of the strategy, by: o Translating data into key messages and evidence-based priorities o Supporting the articulation of strategic axes and intervention areas - Ensure that analysis integrates a Leave No One Behind (LNOB) lens, with attention to gender, age, disability, and vulnerability Expected Deliverables - Cleaned and structured datasets ready for analysis - Analytical summaries and key findings from needs assessment and mapping - Visual and/or tabular data presentations (as needed) - Inputs to the strategic framework based on evidence - A short synthesis note highlighting key trends, gaps, and recommendations Learning Opportunity The Online Volunteer will have the opportunity to contribute to a national-level strategic process, working closely with UNICEF and government counterparts, and gaining experience in evidence-based policy design, child protection systems, and humanitarian-development nexus programming.
