Mission and objectives
UNICEF works to protect the rights of children and adolescents. UNICEF's programme focuses on the needs of the most vulnerable children in the areas of education, child protection, health care, social policy, adolescents and youth, in line with the UN Convention on the Rights of the Child.
Context
The People in Humanitarian Action (PHA) Team at UNICEF Division of People and Culture (DPC) is leading initiatives to strengthen the humanitarian workforce’s preparedness and response capacity. This includes active communication, engagement, and learning with and for the growing humanitarian talent network. To support the initiatives and projects and ensure the ongoing preparedness initiatives and engagement efforts, a UN Volunteer, People and Culture Officer, will be engaged.
Task description
Under the direct supervision of the Chief, People In Humanitarian Action - Preparedness, the UN Volunteer will be responsible for:
A) Strengthening Network Preparedness through Strategic Community Engagement:
- Lead the design and implementation of community engagement strategies for the Frontlines network, ensuring members are active, informed, and deployment-ready.
- Optimize the Frontlines digital architecture (i.e., SharePoint and Viva Engage) to foster a seamless collaborative environment for the humanitarian workforce.
- Handle humanitarian talent inquiries from the Frontlines community, ensuring end-to-end engagement that converts network members into a prepared talent pipeline.
- Participate in humanitarian talent forums and career events, developing outreach materials that attract high-caliber external expertise to the roster.
B) Enhancing Talent Readiness via Humanitarian Learning & Development:
- Monitor the Humanitarian Learning Channel and the Humanitarian Learning Pathway for Surge Responders and report on progress data and learner feedback to improve network preparedness.
- Continuously refine the Humanitarian Learning and Development SharePoint site as a centralized, intuitive resource hub for humanitarian capability building.
- Provide communications and administrative support to specialized humanitarian learning and development initiatives, ensuring learning content aligns with evolving surge requirements.
- Support other humanitarian learning initiatives as needed.
C) Integrated Outreach & Communications for Preparedness (Talent Pipelines, Humanitarian Learning, and Partnerships):
- Support humanitarian outreach strategies, including partnerships with National Committees, academia, etc.
- Support in-reach campaigns addressing humanitarian talent needs (with Frontlines).
- Design high-impact infographics, presentations, and digital assets that translate complex talent data into compelling narratives for both in-reach and outreach campaigns.
- Streamline People In Humanitarian Action’s contribution to corporate communications (e.g., One People and Culture Newsletter, orientation materials, etc.), drafting updates and newsletters that highlight the impact of talent preparedness to global stakeholders.
- Ensure all knowledge products and materials maintain a consistent voice and branding, reinforcing the value proposition of the humanitarian talent network.

Skills and experience
- At least 2 years of experience at the national and/or international level in community engagement, communications, talent outreach, or other relevant programmes; experience with humanitarian principles is considered an asset, as is experience working in the United Nations (UN ) or other international development organizations.
- Solid overall computer literacy, including proficiency in the Microsoft Office package (Excel, Word, PowerPoint, Outlook, Sway, Forms, etc.), is required.
- Experience with online learning platforms (Agora, LinkedIn Learning, Rise 360) is an asset.
- Experience with graphic design tools (Canva, Adobe Photoshop) is an asset.
- Excellent oral and written communication; excellent drafting, formulation, and reporting skills are an asset.
- Full working proficiency in English is required; knowledge of another UN language is an asset.
- Have affinity with or interest in UNICEF’s organizational vision to deliver results for children, volunteerism as a mechanism for sustainable development, and the UN system.

Living conditions and remarks
This is a volunteer assignment, not employment. By sharing your time, energy, and talents, you can support communities in need and become part of something greater than yourself — a global movement for peace, development, and humanitarian aid. Volunteering strengthens trust, solidarity, and reciprocity among citizens, and it can promote a sense of belonging and purpose.
The UN Volunteer will be based in Istanbul and will be responsible for arranging her/his own housing and other living essentials.
The Summary of UNV Entitlements (International Specialist):
- Current Monthly Living Allowance (MLA) is USD 2,824
- Private insurance coverage by CIGNA (including for the eligible dependents when residing together in Istanbul)
- Entry allowance (one-time payment): USD 3,500
- Exit allowance: USD 225 per month and solely paid upon the satisfactory completion of assignment
- Family allowance based on eligibility and status (per month): USD 250 for 1 dependent, USD 450 for 2 or more dependents (Please read the conditions of service for eligibility criteria)
- Annual leave: 2.5 days accrued per calendar month
- Free access to different learning platforms and UN & UNV network

1) The allowances are in no way to be understood as compensation, reward, or salary in exchange for the volunteer work.
2) It's important to note that UNV assignments are volunteer assignments, not employment. The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at duty stations in line with United Nations standards without incurring personal costs.

Requirement:
In addition to duty station-specific vaccine requirements, appointments are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the appointment.
