Mission and Objectives

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. The Strategic Planning and Institutional Liaison Unit in Colombia, aims to lead the processes required for the planning and monitoring of the Mission’s Strategy; coordination with national and territorial institutions, as well as with international donors and other key partners; and the rollout of the private-sector engagement strategy to establish long-term partnerships under areas of common interest, for the benefit of migrants and society. Likewise, the Unit will support organizational efforts aimed at ensuring effective coordination, adequate presence, and appropriate positioning in the multiple multilateral and civil society dialogue fora where human mobility issues are discussed.

Context

The IOM Colombia Mission is strengthening its strategic planning and monitoring processes to ensure coherent implementation of its Country Strategy, alignment with the UNSDCF, and effective coordination with national institutions, UN counterparts, and key partners. Within this framework, the UN Volunteer will support the Strategic Planning and Institutional Liaison Unit in tracking progress against Mission-wide plans, reviewing implementation status, and contributing to the preparation of internal and external reports. The assignment will also involve supporting the development and rollout of planning tools, assisting in information management and quality assurance processes, and participating in UN coordination mechanisms related to monitoring and reporting. This role will provide the Volunteer with hands-on experience in strategic planning, data-driven monitoring, and organizational performance management in a dynamic, multicultural environment

Task Description

Under the direct supervision of National Strategic Planning and Institutional Liaison Officer, the UN Volunteer will undertake the following tasks: 1. ​​Support the management of the Mission’s strategic planning processes, framed within the UNSDCF, the Country Strategy, among others, with a primary emphasis on the formulation, monitoring, and reporting phases. 2. ​Contribute to the management and preparation of Mission-wide reports in Spanish and English for Headquarters, the United Nations System, the Government, and other strategic partners of the Mission, in coordination with the Programme Support Unit. 3. ​Carry out quality improvement processes in information management, project monitoring, and reporting, in coordination with the Programme Support Unit and in line with the Organization’s standard procedures. 4. ​Collaborate in the design and implementation of the Mission’s strategic planning rollout strategy. 5. ​Participate as the focal point for information, monitoring, and reporting in United Nations System coordination meetings (UNSDCF Monitoring Group, GTMI) and other fora as determined by the Unit Coordination and the Chief of Mission. 6. ​Perform any other duties as may be assigned by the supervisor.​

Skills and experience
Demonstrated interest or experience (up to 12 months) in: ​​Development of conceptual frameworks, workplans, and indicators linked to United Nations System planning exercises and Mission-level planning processes. ​Coordination with United Nations System entities, particularly the Resident Coordinator’s Office and humanitarian coordination structures. Experience or knowledge in monitoring and evaluation and in reporting in accordance with donor, Headquarters, Government, and United Nations requirements. ​Supporting co-leadership roles in strategic planning processes with the United Nations and other partners is an asset. ​Knowledge of the Organization’s broad programmatic portfolio, including the peace and migration approach.​ Skills: ​​Strong skills in reporting, drafting, and research, preferably related to monitoring and evaluation. ​Excellent communication and analytical skills. ​Knowledge in the development of data collection tools, their management, and evaluation techniques and practices. ​Strong interpersonal and teamwork skills; and ​Demonstrated ability to establish and maintain effective working relationships with individuals from diverse cultural and national backgrounds.​

Additional Information

Living conditions and remarks
The assignment is based in Bogotá, capital city of Colombia. The country is still suffering from an internal armed conflict, which involves recurring hostilities, confrontations, and attacks between Non-State Armed Groups (NSAGs) and State Security Forces (SSF), and among Non-State Armed Groups (NSAGs) in rural areas, despite the continuing peace efforts of the National Government. However, living condition in Bogotá are quite good, and it should be noted that United Nations personnel and visitors can carry out their work in a safe environment. There are no current direct threats to UN personnel or operations within the country. The IOM Office is in the neighbourhood of Chicó, a safe and up-scale area of the city. Most foreign and local staff live around the area, as traffic in Bogotá can be complicated. The neighbourhood has good access to restaurants, supermarkets and local produce shops. There is easy access to good health facilities as well. Walking is considered safe, although caution is advised during late hours. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
