Mission and Objectives

UNICEF is a key UN agency working in Somalia in various aeras such as WASH, Child Protection, Social Policy, Health and Nutrition, and Education sectors. With a population of 3,798,828 people and a significant youth and adolescent proportion forming a huge youth bulge, Somalia faces an unprecedented challenge in addressing the youth and adolescent needs of the people in a complex context where conflict, natural disasters and climate change divert resources from the needs of this important cohort of the population. Approximately 62% of the population is between 5-29 years old, while three-quarters (72%) of the population is less than 30 years old. The unemployment rate is high (estimated at 50%) that also contributes to poverty.

Context

Reporting to the Chief, Planning, Monitoring and Evaluation, the international UN Volunteer - Planning, Monitoring, and Reporting (PMR) Specialist provides technical and operational support to the Country Office (CO) and Field Offices (FOs) in programme planning, results-based management, performance monitoring and reporting. The role ensures that the CO operates with strong accountability, evidence-based decision making, and high quality programme delivery in a fragile context of Somalia.

Task Description

A. Performance and Programme Planning: Strategic & Results Based Planning - Lead and provide technical guidance on the formulation of Country Office (CO ) and Field Office (FO ) programme plans using Results Based Management (RBM) principles. - Support the review of Results Frameworks in Programme Documents (PDs). - Facilitate development and quality assurance of Rolling Work Plans (RWPs), FO plans, and programme strategies, ensuring alignment with national priorities, the United Nations Sustainable Development Cooperation Framework (UNSDCF), and humanitarian plans. - Support the development of the Humanitarian Response Plans (HRPs) . - Maintain planning Standard Operating Procedures (SOPs), templates, indicator dictionaries, and quality review tools. - Support Field Offices in customizing results chains and work plans to local contexts (access constraints, mobile/third-party monitoring (TPM), seasonality). - Maintain and communicate the Country Planning Calendar aligned with government cycles, HRP deadlines, donor requirements, and internal review processes. Programme Design Quality Assurance - Review and quality assure programme documents, including logframes/results frameworks, and indicator sets linking them to the Results Assessment Module (RAM ) indicators. - Ensure logical coherence, measurable targets, viable implementation pathways, and adequate risk mitigation in programme designs. B. Programme Monitoring and Reporting Performance Monitoring System - Establish and maintain monitoring benchmarks, baselines, targets, and performance indicators, including cluster and regional/state indicators where relevant. - Design and oversee mixed-method monitoring systems using partner monitoring/programmatic visits, direct monitoring, TPM, remote monitoring, community-led monitoring, and digital data collection tools including for UNICEF’s flagship Programmes, LIFE, HOPE, and RIGHT. - Support ensuring timely uploading of quality reports on electronic tools on field monitoring modules. - Support equity-focused monitoring to ensure data disaggregation (sex, age, disability, location, displacement status). Data Quality Assurance & Compliance - Support semi-annual Data Quality Assessments (DQAs) to ensure completeness, timeliness, consistency, and accuracy of monitoring data from CO, FOs, and partners. - Monitor appropriate use of programme resources such as supplies through last mile supply monitoring. Analysis, Adaptive Management & Reviews - Support quarterly and semi-annual CO performance reviews; develop dashboards synthesizing thematic monitoring findings including results, progress, gaps, risks, and corrective actions. - Support mid-year and annual reviews and strategic programme reviews. - Facilitate utilization and learning from monitoring findings through sharing consolidated monitoring findings during programme coordination meetings. Corporate Reporting - Ensure high-quality end-year summary narrative reports are prepared, ensuring accuracy, coherence, and evidence-based narratives. - In collaboration with the sections, - Consolidate humanitarian reports (cluster updates, 4Ws/5Ws, situation reports (sitreps), Humanitarian Programme Monitoring (HPM ) indicators) and ensure alignment with field data and government/cluster systems. - Coordinate CO and FO inputs to ensure timely submission of all donor and corporate reports.

Skills and experience
- A minimum of 5 years of professional experience in planning, monitoring, and development/humanitarian programming; - Planning, monitoring, and evaluation (PME) systems strengthening; - Experience working in a developing country and emergency settings is considered an asset; - Excellent oral and written skills; excellent drafting, formulation, and reporting skills; - Accuracy and professionalism in document production and editing; - Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members and authorities at different levels; familiarity with tools and approaches of communications for development for participatory monitoring; - Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; - Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment; - Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; - Sound security awareness.

Living conditions and remarks
Kenya offers a dynamic living environment, particularly in Nairobi, where most international staff are based. However, conditions vary widely across regions, and duty station realities require both awareness and adaptability. The overall security situation remains mixed: although day to day life continues normally in major cities, the country experiences periodic political protests and heightened crime levels. Credible assessments indicate that Nairobi is considered a critical threat location for crime, with risks such as muggings, carjackings, and home invasions occurring unpredictably, and with police capacity to respond often limited. Travelers and residents are also advised to avoid certain high risk regions including the Kenya Somalia border counties and particular Nairobi neighborhoods like Eastleigh and Kibera: due to elevated risks of terrorism, kidnapping, and violent crime. Despite this, life in Nairobi remains vibrant and functional, with informed precautions generally enabling safe movement, especially in well established residential zones. In terms of access and transport, Kenya is well connected via its primary international hub, Jomo Kenyatta International Airport, with regular regional and international flights. Within Nairobi, road infrastructure enables ease of movement, although congestion is common. Heavy rainfall can occasionally cause flooding and transport disruptions, as evidenced by severe flooding in Nairobi that resulted in fatalities and infrastructure damage in March 2026. The climate varies significantly: Nairobi has mild temperatures year round with cooler mornings and evenings, whereas coastal areas like Mombasa are hot and humid. Early mornings in wildlife areas and highland regions can be unexpectedly chilly, making layered clothing essential for comfort. Kenya’s cultural environment is diverse, shaped by more than 40 ethnic groups, and emphasizes courtesy, respect for elders, and a strong greeting culture. Visitors are expected to exchange greetings before engaging in conversation, a practice deeply rooted across communities. Dress norms vary: urban areas tend to be more flexible, but rural regions and Muslim majority coastal towns such as Lamu and Mombasa maintain conservative expectations. Modest clothing covering shoulders, chest, and knees, is recommended, while beachwear should remain strictly at the beach. On safari, neutral colored, lightweight clothing is preferred to avoid attracting insects or alarming wildlife. While alcohol is widely available and consumed in urban settings, public intoxication is discouraged, and discretion is valued. In summary, Kenya presents a lively and engaging duty station environment with a strong cultural identity, improving public services, and growing digital connectivity. While security risks and certain infrastructure limitations require caution and preparedness, Nairobi in particular offers comfortable living standards, diverse housing, reliable communications, and a rich cultural experience for international personnel.
