Context

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. This assignment supports the UNFPA Pacific Sub-Regional Office (PSRO) in delivering the Country Program Document interventions and the Transformative Agenda (2023-2027). The role focuses on four transformative results: ending preventable maternal deaths, ending unmet need for family planning, ending gender-based violence and adapting to demographic changes through evidence and rights-based policies. The Programme Analyst will support the effective development, coordination, implementation and monitoring of UNFPA programme activities in the Federated States of Micronesia (FSM), with a particular focus on Family Life Education (FLE) and Sexual and Reproductive Health (SRH). The position exists to strengthen in-country programme delivery by providing technical, operational and coordination support to government counterparts, civil society partners and implementing agencies. The role helps ensure that programme activities are implemented in line with approved workplans and budgets, meet quality standards, and contribute to national priorities and UNFPA’s mandate in the Pacific sub-region. Working closely with the Pacific Sub Regional Office (PSRO) and national partners, the Programme Analyst will support programme planning, monitoring, reporting, and partner coordination, while contributing to capacity development and evidence-based programme implementation.

Task Description

Programme Development and Implementation Assist in the development and implementation of the programme in close partnership with Government and civil society partners in the duty station and provide in-country support in its operational activities. Contribute to continuous monitoring and follow-up of all activities within the area of geographical/thematic responsibility, finalizing queries, questionnaires and summarizing reports. Support coordination of interventions assigned to the country office including Family Life Education for both in and out of school and sexual reproductive health in FSM and provide overall support to the office, participate in in-house reviews and meetings and contribute to the preparation of inputs to periodic and annual reports. Support provision of quality inputs to quarterly and annual reporting under designated areas, support implementing partners to develop quality workplan progress reports, contribute quality inputs to other UNFPA and donor reporting Support the monitoring of project expenditures and disbursements to ensure delivery is in line with approved budgets, targeted delivery levels are realized, assist with the identification of operational and financial problems, and develop solutions. Assist with coordination of quarterly meetings with implementing partners to support and closely monitor implementation and carry out monitoring missions to ensure programme quality Support training needs of counterparts by establishing collaborative relationships with executing agencies, consultants, experts, government counterparts and other UN agencies aimed at improving their capacity to plan, deliver and evaluate programmes in the area of UNFPA’s mandate. Assist in the preparation of national and regional events within the area of geographical and thematic responsibility. Support drafting background project papers/briefing documents, proposals, statements, talking points and reports on the programme and operational issues related to the operations of the geographical desk; contribute to their review, collate and provide feedback in close consultation with Pacific Sub Region Office (PSRO). Analyze, appraise and review incoming documents, correspondence to ensure quality and relevance of subject and themes. Liaise between the country’s presence office and other offices of UNFPA and UN sister agencies to obtain relevant information, feedback and advice to be directed to the PSRO Director, Deputy Director. Contribute to technical & program management support for the quality development, implementation, monitoring and reporting of both in and out of school FLE.

Living conditions and remarks
Pohnpei is one of the groups of islands or states that comprise the FSM. FSM has a long history with the United States as a former territory until today as an independent and sovereign Nation. FSM is an island nation located in the Pacific Ocean, north of Papua New Guinea. It is located in the region known as Micronesia, which consists hundreds of small islands divided in seven territories. The term Micronesia may refer to the Federated States or to the region as a whole. The capital is Palikir on Pohnpei. The FSM as a tropical climate with rainfall and warm temperatures throughout the year, especially in the eastern islands, and is located on the southern edge of the typhoon belt. The temperatures range between 26 degrees C and 30 degrees C with rainfall heaviest during the summer months. The four constituent island groups are Yap, Chuuk, Pohnpei and Kosrae. Geological land forms in the FSM are diverse, beautiful and pristine and include a range of natural features, including 2,000 foot mountain peaks, deeply gorged river valleys, rolling hills open grassland, lush mangrove forests, protected lagoons and secluded and often pristine sandy beaches. The FSM was formerly part of the Trust Territory of the Pacific Islands, a United Nations Trust Territory under the U.S. administration. In 1979 they adopted a constitution, and in 1986 independence was attained under a Compact of Free Association with the United States. The indigenous population of the FSM which is predominantly Micronesian consists of various ethnolinguistic groups. It has nearly 100% Pacific Islander and Asian population. Chuukese 48.8%, Pohnpeian 24.4%, Kosraean 6.2%, Yapese 5.2%, Yap outer islands 4.5%, Asian 1.8%, Polynesian 1.5%, other 6.4%, unknown 1.4%. Many Micronesians are known to have some Japanese ancestry, which is a result of intermarriages between Japanese settlers and Micronesians during the Japanese colonial period. There is a growing number of Americans, Australians, Europeans and residents from China and the Philippines. English has become the common language of the government, and for secondary and tertiary education. Population growth remains high at more than 3% annually, offset somewhat by net emigration.
