Mission and Objectives

The mandate of the United Nations Interim Administration Mission in Kosovo (UNMIK) was established by the Security Council in its resolution 1244 (1999). The primary and overarching objectives of UNMIK are to ensure conditions for a peaceful and normal life for all inhabitants of Kosovo, strengthen and consolidate peace, security, and stability, and promote and protect human rights for all people.

Task Description

Rationale: The Office of the Chief of Staff (OCoS) is responsible for initiating, organizing, and leading the development of core planning processes and/or documents, including the development of whole-of-mission plans for mandate implementation. The incumbent will be expected to substantively contribute towards different planning processes. Goal 1: Contribution towards budgeting processes - Provide support to the preparation and coordination of inputs for the Mission’s Results-Based Budget (RBB) framework and performance reports - Compile, monitor, and analyze budget proposals and performance data - Ensure the timely insertion of inputs by Substantive Sections into Umoja-SMA and compile quarterly performance reports - Attend Budget and Expenditure Working Group meetings and contribute towards the review and provision of feedback to Action Points where required - Provide support to the preparation of annual budgetary hearings including the Advisory Committee on Administrative and Budgetary Questions (ACABQ ) and Fifth Committee, by assisting with the preparation of draft anticipated Questions and Answers - Assist with compiling inputs and drafting responses to questions received from the ACABQ and Fifth Committee Goal 2: Contribute to enhancing accountability, transparency, and governance of the Mission through support of audit and oversight processes, such as the Office of Internal Oversight Services (OIOS ) and Board of Auditors - Assist with coordinating/facilitating OIOS and Board of Auditors processes, in coordination with relevant offices/sections of the Mission - Coordinate, gather, and consolidate requested inputs to OIOS and Board of Auditors related reporting - Monitor and follow up on the status of implementation of OIOS and Board of Auditors recommendations as required Goal 3: Contribute to the production of integrated action plans to implement initiatives such as Action for Peacekeeping Impact, Staff Engagement, and the United Nations Disability Inclusion Strategy - Coordinate with relevant sections/offices to gather inputs for periodic reporting such as Action for Peacekeeping Impact and the United Nations Disability Inclusion Strategy - Participate in the development, implementation, and evaluation of assigned programmes/projects; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions - Research, analyze, and present information gathered from diverse sources - Undertake survey initiatives; design data collection tools; review, analyze, and interpret responses; identify problems/issues and prepare conclusions - Provide substantive support to consultative and other meetings as required, including proposing agenda topics, identifying participants, preparation of documents and presentations - Contribute to the collection and analysis of data as well as identification of trends or patterns

Skills and experience
- Programme Management/Planning is required. - Knowledge and/or experience of United Nations (UN ) peace operations is desirable. - Project management experience is desirable. - Knowledge of Corporate Performance Appraisal System (CPAS ) or similar performance assessment systems is desirable. - Knowledge of Enterprise Resource Planning (ERP ) tools is desirable.

Living conditions and remarks
Kosovo is located in the Balkans of south-eastern Europe. The climate is continental, with warm summers and cold, snowy winters. Houses/Apartments are easily available and generally have electricity and running water, although this may not be 24 hours. Costs are reasonable, but vary according to location - i.e. city centre vs. outlying villages. Upon arrival, you will reside in a hotel until you get permanent housing. The UNV Field Unit can assist in identify suitable housing. There are no specific health problems associated with Kosovo, and no vaccines are required prior to arrival. UNMIK provides contracted medical service to its staff should anyone fall ill. There is a great deal of pollution. Mitrovica is ethnically-mixed area of Kosovo, with infrequent protests that occur depending upon the political/security situation. Foods and dietary needs of all kinds are available in the many supermarkets. There are market places that cater fruits and vegetables, and bakeries offer some exquisite pastries and breads. Fresh fish and meat are also easily available.
