Mission and Objectives

The mission of OHCHR (Office of the High Commissioner for Human Rights) is to work for the protection of all human rights for all people; to help empower people to realize their rights; and to assist those responsible for upholding such rights in ensuring that they are implemented.

Context

The OHCHR Cambodia Country Office is one of the oldest field presences of OHCHR. In fulfilling its mandate to promote and protect human rights, the Office works on three core areas: strengthening international human rights mechanisms, enhancing participation and protecting civic space, progressive realization of economic and social rights, enhancing equality and countering discrimination and strengthening the rule of law and accountability for human rights violations. The UNV assignment of the Programme Planning and Donor Relations Officer (Human Rights) will work directly with the management of the office under the responsibility of the Representative, and in close coordination with the Deputy Representative and the programmatic, communication and programme support units at country level and the Donor and External Relations Section at headquarters level.

Task Description

Under the direct supervision of the Representative and in coordination with the Deputy Representative and relevant units, the Programme Planning and Donor Relations Officer (Human Rights) will support resource mobilization, planning and results-based management to ensure coherent programme delivery and effective donor engagement. In particular, the Programme Planning and Donor Relations Officer (Human Rights) will: Planning and Results-Based Management: - Coordinate and prepare Annual Work Plans (AWPs) and Cost Plans in liaison with Programme Support Unit (PSU), Protection Unit and Prevention Unit; - Support and ensure the application of Results-Based Management (RBM) principles across planning, implementation, monitoring and reporting processes; - Map programme priorities, funding gaps and results frameworks to inform resource mobilization strategies; Resource mobilization and donor relations - Establish and maintain regular contact with local donors; - Prepare narrative and financial proposals aligned with AWPs, cost plans and RBM frameworks; - Liaise with the Donor and External Relations Section in Geneva on fundraising matters, including submission of proposals for clearance; - Accompany senior management on donor engagements and support fundraising efforts; Donor coordination and programme follow-up - Follow up on the use of contributions and ensure accurate, up-to-date information in coordination with the PSU; - Map and track donor-related obligations, ensuring compliance with reporting and visibility requirements; - Coordinate donor briefings and prepare minutes; - Participate in field missions to monitor activities supported by donor funding; Monitoring, reporting and communication - Provide weekly and annual internal reports of activities, and contribute to Mid-Year Reviews (MYR) and End-Year Reports (EYR); - Prepare donor reports demonstrating results against agreed RBM frameworks; - Draft correspondence, briefing notes, talking points and strategic documents for senior management; Other - Carry out any other related tasks as required.

Skills and experience
- Minimum three (3) years of relevant experience in programme management, resource mobilization, donor coordination, or a related field. - Previous work experience in developing countries and/or with the UN system, diplomatic missions, or international organizations is an asset. - Excellent oral and written skills; excellent drafting, formulation, reporting skills; - Excellent networking and communication skills; - Strong networking, coordination, and interpersonal skills, with the ability to work effectively across cultures and with diverse partners. - Accuracy and professionalism in document production and editing; - Ability to work effectively in a challenging and multicultural environment. - Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email and internet; familiarity with database management; and office technology equipment; - Have affinity with or interest in human rights related work, volunteerism as a mechanism for durable development and the UN system.

Additional Information

Living conditions and remarks
The climate of Cambodia is tropical, monsoonal and is characterized by heat and humidity. The rainy season lasts from May to October and the hot, dry season from November until April. Based on the UN Security and Safety Department, Cambodia is categorized as security level 1, which is the lowest risk level. Houses and apartments are available to suit most budgets and preferences. House hunting is not difficult in Phnom Penh. The usual means of locating suitable accommodation is through estate agents/realtors. The cheapest, fastest and most frequent mode of travel for daily transportation is by tuk-tuk (a motor-powered rickshaw). Some UN volunteers chose to purchase their own mode of transportation, be it a car, a motorbike or a bicycle. They are strictly recommended by UN security to wear seatbelts in cars and helmets when traveling on motorbikes or bicycling. In terms of health, common diseases in Cambodia are those that exist in other tropical countries like diarrhea, dengue and seasonal flue. Most serious cases have been reported to be contracted in hilly, rural and densely forested areas. City dwellers can also be at risk due to poor disposal of waste. Generally, in cities, people use purified water for drinking and cooking. The recommended vaccinations are those against typhoid, Hepatitis A, Hepatitis B, Tuberculosis and Japanese Encephalitis. While medical facilities in Cambodia are sufficient for the treatment of most routine ailments and minor accidents, illnesses and accidents of more serious nature require medical evacuation, usually to Bangkok or Singapore.
