Mission and Objectives

The International Organization for Migration (IOM) has had a presence in Yemen since 1994. IOM supports vulnerable groups throughout Yemen, including displaced people, conflict-affected communities and migrants. The Organization has well-established offices in Sana’a, Aden, Ma’rib and Al Makha in the west coast region. Now in its eighth year of conflict, Yemen continues to face one of the world’s most severe humanitarian crises. Rising humanitarian needs are driven by conflict, disease, a declining economy, the COVID-19 pandemic, and the breakdown of public institutions and services. The severity of suffering is expected to worsen across the country in 2022, particularly for the country’s 4.3 million internally displaced persons. IOM’s Displacement Tracking Matrix reported that nearly 160,000 people were displaced in 2021 alone, as hostilities escalated in Ma’rib and areas along Yemen’s west coast. Despite the current crisis, migrants continue to arrive in Yemen by boat from the Horn of Africa. Most intend to reach the Kingdom of Saudi Arabia to find work. IOM estimates that more than 190,000 migrants are in dire need of humanitarian assistance. Tens of thousands have become stranded in Yemen and experience abuse and exploitation on their journeys. Last year, IOM’s lifesaving operations reached more than 7.5 million people with health care, clean water, safe sanitation, shelter, displacement camp management and protection support. This includes more than 780,000 people who benefited from the rehabilitation of schools, hospitals and water points.

Context

The Programme Officer (Education) will be responsible for strengthening the capacity of the education system to deliver quality education by empowering and enhancing the TVTC teaching workforce. The selected candidate will need to assess the existing gaps and support the development of necessary training materials to fill the identified gaps; improving the teaching staff’s skills in line with modern occupational standards such as integration of gender responsive pedagogy and effectively utilising technology to ensure high-quality lesson delivery and improved student engagement. As such, the IOM Yemen Mission seeks the services of an experienced and qualified education specialist who can provide sound expert technical guidance to support the improvement of TVTC teaching staff in their core pedagogical skills and lesson delivery.

Task Description

- Develop and submit an inception report outlining the detailed methodology, workplan, and timeline with the key deliverables. The methodology used will be responsive and adaptable to the context and needs. - Conduct an in-depth needs assessment including a review of the existing training modules and review of the current TVTC staff capacity to identify key capacity gaps and needs to be addressed through the training. Compile the findings into a Neds Assessment Report. - Based on the needs assessment findings, contextualise and develop the draft key modules of the training. - Present the draft key modules to IOM and other local partners (as relevant) to finalise the curricula based on the feedback provided. - Develop the relevant training materials including trainee handouts, slide decks, pre- and post-tests, evaluation tools, lesson planning tools, guidance for inclusive teaching and learning practices, trainer guidelines, etc. - Present the training materials to IOM and other local partners (as relevant) to finalise the training materials. - Support the delivery of the capacity-building training for TVTC staff, with other Peace and Recovery Unit staff members, using the approved training materials and curricula. - Support monitoring and documentation of implementation by developing the tools required to gather participant feedback, identify good practices, and evaluate the impact of the capacity-building training through the approved pre- and post-tests. - Submit a comprehensive report (in English and Arabic) that highlights the identified needs and gaps of TVTC teaching staff, and the results (progress) of the capacity-building training which includes all processes, key findings, and recommendations for the future. - Other tasks as assigned by the Programme Officer (Peace and Recovery).

Skills and experience
- A minimum of 7 years of practical experience in teacher professional development, curriculum development, or a similar teacher training role is required. - Previous experience in teacher training or instructional design, and familiarity with current best practices and modern pedagogical practices, is required. The candidate should attach proof of a valid teacher training certificate to their application, if relevant. - Prior experience in designing, developing, and delivering capacity-building curricula and tools for teacher training purposes is highly advantageous. - Prior experience working with an international organisation or government education programmes is an advantage.

Working arrangements will align with the host entity’s time zone and operational requirements, with flexibility agreed upon with the supervisor.
