Mission and Objectives
On March 28, a 7.7-magnitude earthquake struck central Myanmar with an epicentre near Mandalay at a shallow depth of 10 km, intensifying surface-level destruction. The earthquake was followed minutes later by a 6.4-magnitude quake further south and multiple aftershocks. The most affected regions are Mandalay and Sagaing, with some parts of Naypyidaw and Shan also affected. The Early Recovery Needs Assessment (ERNA) indicates that of the 1.66 million people affected across 7 regions and states, 93,000 people face extreme vulnerability, including female-headed households, persons with disabilities, and conflict-affected IDPs. Over 24,200 houses were damaged and 5,808 destroyed, alongside 4,857 apartments, of which nearly a third collapsed entirely. Public infrastructure suffered severe losses, including 136 water systems, 132 health facilities, and 48 sewage sites, most with over 80% critical damage, severely limiting access to essential services. Livelihoods in both rural and urban areas have been severely disrupted, with 64% of communities reporting job losses, and 30–31% reporting damage to crops and workplaces. The recovery is further slowed down by ongoing conflict in parts of Mandalay and Sagaing, logistics disruptions, lack of access to finance, and other contextual challenges to recovery. UNDP has established and scaled its response in a rapid and adaptive manner, including in project management functions.
The objective of this assignment is to provide reporting support to the Earthquake Response Project. The assignment will involve drafting, reviewing, editing, and formatting project updates, reports, and other inputs as needed by the Project Management Unit. The incumbent will also develop and maintain simple templates and tools (e.g., a reporting calendar) and identify ways to streamline reporting and provision of related inputs.
The incumbent will work remotely, while maintaining daily communication with the project management unit in Mandalay. The incumbent should be available to work during UNDP Myanmar office hours.
Context
The UNDP is recruiting a Reporting Specialist, who will be responsible for preparing earthquake response project reporting and other written inputs and products to remotely support the requirements of the Project Management Unit based in Mandalay. The incumbent will need to take into account the context of the project, including a dynamic operating context, connectivity challenges, language barriers, and the need for both routine and ad hoc reporting.
The incumbent will promote UNDP’s mandate as a gender-responsive organisation with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse. The incumbent will also integrate gender and youth analysis and programmatic design considerations into all aspects of the work and deliverables, ensuring a programmatic focus on empowerment of women and youth.
Task Description
Under the direct supervision of the Earthquake Project Manager, the UN Volunteer will undertake the following tasks:
- Compile, in consultation with the Project Management and Country Office, a calendar and timeline of reporting requirements across the project life cycle, for use within UNDP.
- Prepare and develop tools and templates to regularize and streamline preparation and updating of reporting and project information products.
- Provide drafting, editing, and formatting support to project team in project reporting and other written inputs as needed.
- Coach and strengthen capacity of project management unit personnel in reporting and preparation of written inputs.
- Using experience from initial months of 2026, prepare an assessment of ways to simplify and streamline workload and timelines while meeting project reporting requirements, with a list of recommended measures.
