The United Nations Development Programme is the lead UN agency working to address poverty, inequality, and climate change. Through its global network of experts and partners across more than 170 countries and territories, UNDP supports nations in developing integrated and sustainable solutions that advance both people and planet.
In the Pacific, UNDP provides regional and country-level support to ten countries — Federated States of Micronesia, Fiji, Kiribati, Republic of the Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, and Vanuatu — while also delivering regional support to Cook Islands, Niue, Papua New Guinea, Samoa, and Tokelau, representing a combined population of approximately 2.4 million people.
UNDP Pacific operates through a multi-country programme approach that recognizes the shared development challenges faced by Small Island Developing States (SIDS), including geographic isolation, climate vulnerability, limited economic diversification, institutional capacity constraints, and exposure to external shocks. Its current engagement is guided by the Multi-Country Programme Document (MCPD) 2023–2027, which is aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the Pacific 2023–2027, the UNDP Strategic Plan 2026–2029, and the 2050 Strategy for the Blue Pacific Continent.
Working in partnership with governments, civil society organisations, regional institutions, and development partners, UNDP supports Pacific countries in advancing sustainable development, strengthening governance systems, reducing poverty, improving resilience, and promoting inclusive growth in line with the 2030 Agenda for Sustainable Development.
Results-Based Management (RBM) is central to UNDP’s programming, monitoring, evaluation, learning, and accountability framework. Strengthening RBM systems and institutional capacities is critical to ensuring that programmes are strategically aligned, results-oriented, and effectively contribute to national development priorities and the Sustainable Development Goals (SDGs).
The UNDP Pacific Office in Fiji focuses on two core programmatic areas: Resilience and Climate Change, and Effective Governance and Inclusive Growth. These clusters integrate both regional and country programme portfolios to strengthen synergies, enhance coordination, and improve programme coherence across the Pacific region.
The Management Performance and Oversight Team provides strategic guidance and advisory support on RBM compliance to programme and project teams operating across the ten Pacific programme countries throughout all stages of the programme and project lifecycle.
Context
The United Nations Development Programme seeks to engage a Results-Based Management (RBM) Specialist to provide focused and time-bound technical support aimed at strengthening RBM practices across programme and project planning, monitoring, and reporting processes.
During the June–September 2026 period, UNDP will undertake several key programming, reporting, and performance review processes, including the alignment of results frameworks, quality assurance of results-based documents, and the enhancement of staff capacity in RBM application.
The RBM Specialist will play a critical role in reinforcing results orientation across programmes and projects, improving the quality of indicators and theories of change, strengthening results reporting in Quantum, and supporting evidence-based decision-making to enhance programme effectiveness and accountability.
Task description
Within the delegated authority and under the supervision of the Team Lead of the Management Performance and Oversight Team, and in close coordination with the Development Effectiveness Analyst, the Results-Based Management (RBM) Specialist will work closely with relevant programme and project managers, as well as team leaders across the United Nations Development Programme Pacific portfolios.
The RBM Specialist will undertake the following tasks:
1. Strategic Support in the Development of M&E Strategy and Programme Results Assessment
Review and strengthen the Pacific Office Monitoring and Evaluation (M&E) Strategy, ensuring that necessary revisions are identified and incorporated in coordination and collaboration with project M&E teams.
Facilitate the compilation and consolidation of results achieved under the Multi-Country Programme (2023–2027).
2. Quality Assurance and Technical Advisory Support
Review and ensure that all results captured in digital platforms, including Quantum and Quantum+, are compliant with RBM standards and principles.
Support programme teams by facilitating RBM-focused learning sessions, clinics, and workshops to strengthen the application of RBM principles and practices.
Lead the provision of tools, guidance, and process inputs to the software and application development team for the establishment of a web-based results tracking system.
3. Capacity Development and RBM Support
Deliver targeted RBM coaching, mentoring, and on-the-job technical support to programme and project staff.
Develop practical quality assurance tools, including checklists and concise guidance notes, to support projects in developing theories of change, results frameworks, and project-level monitoring strategies.
The RBM Specialist may also be required to perform other RBM-related tasks within the scope of the assignment, as requested by the supervisor.
Results / Expected Outputs
As an active member of the United Nations Development Programme team, the selected individual will provide efficient, timely, responsive, and high-quality technical support on Results-Based Management (RBM) to the Fiji Multi-Country Office (MCO). Expected outputs include:
Compilation of an assessment of the Pacific Office Multi-Country Programme results achieved, including key lessons learned during the 2023–2026 period.
Development and/or revision of the Pacific Office Monitoring and Evaluation (M&E) Policy and Standard Operating Procedures (SOPs) to ensure that the Multi-Country Office remains fully compliant with UNDP RBM standards and that results are effectively reported at both programme and project levels.
Review and updating of results captured in reporting platforms, including Quantum and Quantum+, ensuring alignment with UNDP RBM standards and approved project documents.
Facilitation and technical support for the development of a web-based and interactive results tracking system to strengthen programme monitoring, reporting, and evidence-based decision-making across the Pacific portfolio.

Minimum of 5–8 years of progressively responsible professional experience in Results-Based Management (RBM), programme planning, monitoring and evaluation, or results-oriented programme management within the field of international development.
Demonstrated experience in applying RBM approaches within UN agencies, international organisations, or development partner institutions is highly desirable.
Proven experience in developing and/or reviewing theories of change, logical frameworks (logframes), indicators, and results frameworks.
Proven experience in the design and development of web-based monitoring systems and Power BI dashboards to support programme tracking, analysis, and reporting.

Living conditions and remarks
The UN Volunteer will be based in Suva, Fiji. The overall cost of living in Suva is generally manageable; however, imported goods and private services can be relatively expensive. Rental prices vary significantly depending on the location and standard of accommodation selected within the city. Fiji’s healthcare system comprises both public and private medical services, which are generally accessible within Suva.
At present, there are no significant security threats or direct threats to UN personnel or assets within the country. The selected candidate will be responsible for complying with all immigration, customs, and health requirements related to entry into and departure from Fiji.
