Context
The Government of Ukraine, through Ukraine’s Permanent Mission to UNEP in Nairobi, officially requested UNEP to support its efforts to monitor, assess, mitigate, and remediate the environmental damage resulting from the war in Ukraine. The provision of such support is core to the services offered by UNEP under its mandate, the agreed Medium-Term Strategy and Programme of Work, and applicable UNEA resolutions, namely 2/15 (Protection of the environment in areas affected by armed conflict) and 3/1 (Pollution mitigation and control in areas affected by armed conflict or terrorism).
Established in March 2023 to support Ukraine in addressing the environmental consequences of the war, the UNEP office in Kyiv works in close cooperation with National and local authorities, civil society, Academia and other relevant stakeholders to ensure a sustainable, climate-resilient and green conflict-recovery in Ukraine in alignment with the country’s National Recovery Plan.
Within an initial phase, UNEP will focus on laying the required foundation to support a green and resilient recovery through an enhanced national and international understanding of the impact of the war on the environment and demonstrating environment-related remediation measures which will be critical for recovery and reconstruction. A second phase will (to be articulated further depending on the evolution of the war) focus on upscaling appropriate environment-integrated recovery and reconstruction measures for upscaling and replication. UNEP is a support unit of The Platform for Action on the Green Recovery of Ukraine (UGRP). The Platform for Action on the Green Recovery of Ukraine is a collaborative initiative designed to promote coordinated, science-based, and environmentally sustainable recovery and reconstruction. It brings together government institutions, international partners, and technical experts to align recovery efforts with green economy principles and low-emission development pathways consistent with Ukraine’s national priorities and EU accession objectives.
A key instrument in this process is the DREAM digital ecosystem for accountable reconstruction management, which aggregates, tracks, and assesses infrastructure recovery projects.
To strengthen technical and economic appraisal of infrastructure investments registered in DREAM, a Senior Infrastructure and Economic Analysis Engineer will be embedded within the Ministry of Development of Communities and Territories. The role will ensure robust technical review, economic feasibility assessment, and alignment of infrastructure investments with green recovery principles and long-term resilience objectives.
Based in the Ministry of Development of Communities and Territories, the incumbent will work under the overall supervision of the Senior Programme Officer and the designated focal point by the Ministry.
Task description
Technical and Economic Assessment
- Conduct technical review of infrastructure project proposals registered in DREAM platform, as part of the single project pipeline (including energy, water and municipal infrastructure).
- Perform coordination and implementation of projects to restore critical urban infrastructure with the support of international financial institutions (IFIs) and donor organisations.
- Assess projects for economic viability, fiscal sustainability, and alignment with green recovery and low-emission development objectives.
- Review technical specifications, bills of quantities, and engineering designs to ensure feasibility and compliance with standards.
- Identify opportunities for energy efficiency improvements, climate resilience integration, and resource optimization.
Strategic Planning and Prioritization
- Support development of criteria and methodologies for prioritization of infrastructure projects within DREAM, where needed.
- Contribute to investment planning frameworks aligned with EU standards and international financial institution (IFI) requirements.
- Provide technical inputs to recovery strategies, sectoral roadmaps, and policy documents.
Advisory and Coordination Support
- Advise Ministry departments on technical and economic aspects of infrastructure investments.
- Engage with stakeholders on project preparation and appraisal methodologies.
Monitoring and Quality Assurance
- Contribute to a comprehensive analysis and collection of the needs of the regions.
- Identify risks related to cost overruns, delays, or technical shortcomings.
- Recommend corrective actions and efficiency improvements.
Reporting and Knowledge Support
- Prepare analytical briefs, technical notes, and summary reports for decision-makers.
- Contribute to documentation of best practices in green and resilient infrastructure reconstruction.
- Support capacity-building activities related to infrastructure economics and project appraisal.

Skills and experience
Minimum 7 years of experience of professional experience in civil or urban infrastructure engineering, including demonstrated experience in technical review of engineering documentation, and working with or supporting IFI/donor-funded programmes (e.g. EBRD, World Bank, EIB). Familiarity with Ukrainian regulatory frameworks and EU standards an asset.

Living conditions and remarks
As it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves.
Entitlements of National UN Volunteer Expert >> USD 2405 USD
The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.
Allowances:
- Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 2405 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”.
- USD 350 entry lump sum, one-time payment.
Medical and life insurance:
- Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV-provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer contract.
- Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.
Leave entitlements:
- Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment.
- Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period.
- Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.
- Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
