Mission and Objectives

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA supports: - Sexual and reproductive health (SRH) for all, particularly women and girls in more than 150 countries – home to more than 80 per cent of the world’s population. SRH includes;  The health of pregnant women, especially the 10-15 million who face life-threatening complications each year  Reliable access to modern contraceptives sufficient to benefit 20 million women a year  Training of thousands of health workers, particularly midwives to help ensure at least 80 per cent of all child births are supervised by skilled attendants  Prevention of teen and early pregnancies, complications of which are the leading cause of death for girls 15-19 years old  Delivery of safe birth supplies, dignity kits and other life-saving materials to survivors of conflict and natural disaster - Prevention of gender-based violence (GBV), one of the most common forms of violence today affecting 1 in 3 women across the globe - Abandonment of female genital mutilation, which harms 3 million girls annually - Gender-responsive, age appropriate Comprehensive Sexuality Education (CSE) - Efforts to end child marriage affecting 12 million girls every year - Countries in development of youth policies and reproductive, maternal, newborn, child and adolescent health policies and action plans. - Population census, demographic health surveys, research, data collection and analysis, which are essential for development planning as well as in humanitarian settings

Context

UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The UNFPA Strategic Plan for 2026-2029 articulates the organization’s response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies. In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards and who will defend them courageously and with full conviction. UNFPA is seeking candidates who transform, inspire, and deliver high-impact and sustained results and ensure effective external relations, communications, and partnership-building and resource mobilization in a rapidly changing development and funding landscape. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results. The Special Assistant and Communications Analyst provide operational, planning, managerial, technical and coordination support to all aspects of the work of the Representative. S/he acts as a key interface with various units within and outside the Country Office, coordinating the flow of management information between units and the front office and thereby ensuring smooth and timely operations, allowing better planning and more predictable delivery by the Representative while optimizing the time of the Representative.

Task Description

A. Administrative and Operations Support - Provide support in preparation for internal and external meetings, attend and take notes during meetings, follow up on the Representative’s behalf, and provide overall support to the Country Office (CO ) management. - Draft and disseminate correspondence including letters, memos, and emails. - Coordinate the Representative's participation in events, missions, and country/regional groups. - Follow up on decisions related to political, managerial, and humanitarian processes, key corporate priorities of the organization, and other initiatives and regional/Headquarters (HQ ) queries. B. Technical Support - Prepare and/or facilitate the preparation of briefing sheets for meetings, press appearances, etc. - Provide the Representative with substantive analysis and summaries of management reports and documents requiring review, comment, clearance, and approval. - Produce a continuing stream of key information between the Front Office and the country/field office teams and units, facilitating activities, meeting coordination, report production, review, and clearances. - Coordinate preparation of position papers and facilitate completion of major reports for the Representative on financial and management issues for presentation at internal and external fora. - Advise the Front Office and teams on emerging external policy and programme priorities affecting the United Nations Population Fund (UNFPA)’s work. - Coordinate the Representative’s participation in regional and Headquarters initiatives; follow up on decisions related to UN reform and other key initiatives. - Prepare background papers/briefing documents for the Representative. - Conduct research on organizational thematic areas and other topical issues for the Representative and management. C. Philanthropy Partnerships - Work closely with the Partnership Specialist and Communications Specialist to support the development of a variety of external communications on behalf of the Representative, including presentations, brochures, letters, mailings, and proposals. - Serve as a liaison between the Representative and external constituent groups. - Support relevant field-wide advocacy initiatives. - Support the identification of opportunities and emerging trends (e.g., Environmental, Social, and Governance (ESG), Corporate Social Responsibility (CSR)) for philanthropic partnerships including high-value private sector partners – corporations, high-net-worth individuals, foundations – with the objective to achieve income targets and programmatic impact. - Support the development of compelling pitches and craft highly tailored proposals that address the specific interests, values, and business objectives of philanthropy and private sector partners, in coordination with technical units. - Support devising engagement activities, such as field visits, special events, meetings, and innovative ways of engagement for private sector partners to showcase UNFPA Sudan’s impact. - Assist in disseminating information to philanthropy and private sector partners. D. Special Projects - Lead or participate in a variety of the Representative’s special projects as needed. - Play an active role in organization-wide initiatives across functions. E. Undertake any other tasks as assigned by the Representative or the Communications Specialist. Under direct supervision, s/he reports directly to the UNFPA Country Representative for Sudan.

Skills and experience
- Experience working in the UN or other international development and/or humanitarian organization; - Strong organizational, planning, and analytical ability and professional experience in policy analysis and development work. - Familiarity with UN humanitarian and/or development programmes and working methods, particularly with UNFPA agenda, policies, and programming procedures. - Ability to form strategic partnerships and to collect and analyze strategic information in the field of Population Dynamics, Sexual and Reproductive Health, Protection from Gender Based Violence. - Understanding of gender equality programming. - Experience in philanthropy, private sector partnerships and engagement. - Excellent oral and written skills; excellent drafting, formulation, reporting skills; - Accuracy and professionalism in document production and editing; - Excellent interpersonal and networking skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; - Ability to work and adapt professionally and effectively in a challenging and fast-paced environment; ability to work effectively in a multicultural team of international and national personnel; - Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment; - Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

Additional Information

Living conditions and remarks
Khartoum is a Category E hardship duty station and non-family duty station. The Rest and Recuperation (R&R) cycle for the Khartoum duty station is 4 weeks. Movement of international staff is restricted and takes place in UN vehicles. Working for the UN in Sudan provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. As this is an international UN Volunteer specialist assignment, the HE will be responsible for arranging volunteer housing. International UN Volunteers receive a volunteer living allowance to sustain a basic, adequate, and safe lifestyle. This allowance varies from one location to another depending on local living costs, but all International UN Volunteers specialists in the same location receive the same allowance.
