Supply Chain Management Specialist

Non-Family Duty Station

Under the direct supervision of the International Operations Manager, the UN Volunteer will carry out the following tasks: A. Management of Office Procurement and SCMU Strengthening ● Strategic Planning: Prepare a consolidated Procurement Plan for the Myanmar CO based on Annual Work Plans. Oversee the entire portfolio to ensure the most economical and timely delivery of goods and services. ● Strengthening of the Supply Chain Management Unit (SCMU), ensuring the unit has the capacity to meet both emergency and developmental program needs. ● Lead and manage local procurement initiatives, ensuring a competitive, transparent process that identifies reliable local vendors while adhering to UNFPA’s quality assurance standards. ● Liaise with the Senior Management Team and Programme Specialists to define accurate specifications and agree on procurement modalities in accordance with UNFPA policies. ● Monitor and evaluate the effectiveness of procurement processes within the CO and field offices. Ensure compliance with UNFPA business practices and suggest proactive changes for process improvement. ● Lead the UNFPA representation in the OMT/BOS Procurement Working Group/Logistics Working Group and maintain strong working relationships with other UN agencies. B. Logistics Management, IP Capacity Building, and Committee Coordination ● Manage logistics and supply chain reporting lines to IOM, ensuring transparency and alignment with joint humanitarian response objectives in Myanmar. ● Act as the coordinator for Supply Chain Committee meetings, ensuring regular sessions, documented minutes, and rigorous follow-up on action points among stakeholders. ● Evaluate, implement, and monitor the logistics requirements of the CO in coordination with IOM, and relevant programme units. ● Work closely with IPs and relevant health authorities on Reproductive Health (RH) commodities and medical equipment—from ordering and tracking to reception and "Last Mile Assurance" (LMA). ● Collect and analyze logistics data (stock levels, deliveries, and orders). Update and maintain relevant logistics management information systems to ensure data-driven decision-making. ● Participate in the inspection and reception of Sexual and Reproductive Health (SRH) products. Organize periodic physical inventory counts at central and regional warehouses. C. Knowledge Building and Sharing ● Policy Advocacy: Provide technical advice on all aspects of procurement and inventory management. Keep CO personnel informed of the latest developments in policies and SCMU activities. ● Process Improvement: Propose and update internal Standard Operating Procedures (SOPs) to improve internal controls, efficiency, and to address audit recommendations effectively. ● Capacity Development: Develop curricula and training materials for procurement and supply chain management; conduct training sessions for CO staff and Implementing Partners to ensure local sustainability. ● Reporting: Prepare comprehensive reports on all procurement and logistics activities, highlighting bottlenecks and achievements to the Country Office and Regional Office Furthermore, UN Volunteers are required to: ●Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) ● Be acquainted with and build on traditional and/or local forms of volunteerism in the host country ● Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities ● Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc., ● Assist with the UNV Buddy Programme for newly arrived UN Volunteers ● Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
