Supply Data Specialist

The WHO Office in the occupied Palestinian territory is the principal technical adviser to the Palestinian Ministry of Health providing advice and support to strengthen health services, ad-dress public health issues and promote research for health. WHO is also lead of the humanitarian Health and Nutrition Cluster, coordinating the assistance provided by international and local partners to the health sector. WHO employs approximately 45 staff at its offices in West Bank and Gaza, including international and local professionals with expertise in medicine, public health nursing and other specialties. As the lead health agency, WHO works with many partners, including United Nations agencies, donors, nongovernmental organizations, universities and the private sector to sup-port the Palestinian Authority to reach their national health development goals and to ensure that efforts of all these organizations are coordinated.

Health information systems are critical for strengthening health governance, monitoring system performance, and supporting evidence-based decision-making. WHO supports the Ministry of Health in improving the national HIS architecture, enhancing interoperability across health programmes, and strengthening the use of digital platforms such as DHIS2. This assignment will contribute to building national capacity in health data management, digital health tools, and the use of data for planning and decision-making.

A. Supply Chain Information Management -Track the corridor supply chain end-to-end (international and local) by consolidating existing WHO supply monitoring datasets and combining them with partner supply chain data shared via templates and visualize this information in dashboards to support operational decisions and provide timely insights. -Create dashboard pages for donor-specific shipment information and incoming supplies per donor contribution. -Track and report the number of pallets and trucks entering Gaza through the corridors using the established truck follow-up files maintained in Jerusalem and ensure that an adequate set of data is shared with the Country Office. -Support WHO partners and staff in conducting data quality checks related to stock management and transport. B. Partner Pipeline Management (Health Logistics Working Group) -Request weekly pipeline updates from all HLWG partners. -Consolidate partner submissions and integrate them into the HLWG dashboard. -Ensure that partner data is displayed accurately and refreshed regularly (at least weekly). -Support partners in understanding the data reporting template and resolving discrepancies. C. Partner Request Management Platform -Support the establishment of a digital platform for receiving transport support requests from partners (in-kind donations or other consignments). -Coordinate with the Logistics Coordination Cell (LCC) to ensure timely review, approval, and prioritization of partner requests. -Maintain records of decisions made by the OSL Lead, Health Operations, and Senior Management. D. Reporting and Analysis -Produce weekly and monthly analytical reports for the OSL Lead, Health Operations, and Senior Management. -Provide visualizations and summaries for internal meetings and donor reporting. -Respond to ad hoc information requests from management, partners, and clusters. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities during their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark International Volunteer Day); - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. - Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. - Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. - Assist with the UNV Buddy Programme for newly arrived UN Volunteers. - Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
