Support Development of Communication Guidance on Responsible AI in Policing

In 2017, UNICRI opened its Centre for Artificial Intelligence and Robotics in The Hague, the Netherlands. This Centre is dedicated to understanding and addressing both the risks and the benefits of AI and other frontier technologies from the perspective of crime and security through awareness-raising, education, exchange of information, and harmonization of stakeholders. The Centre seeks to enhance such understanding of the risk-benefit duality of artificial intelligence and robotics through its practically-focused projects aimed at building capacities of law enforcement and justice systems worldwide. These include improved coordination, knowledge collection and dissemination, awareness-raising and outreach activities. Utilizing knowledge and information of experts in the field to educate and inform stakeholders, particularly policymakers, the Centre will advocate to advance the discussion on artificial intelligence and robotics governance needed to leverage its positive potential.

The AI POL initiative, implemented by UNICRI and INTERPOL and with financial support from the European Union, aims to help law enforcement agencies strengthen their ability to develop and use AI responsibly. One of its key areas of work focuses on public trust, exploring how law enforcement agencies can engage openly with communities and be transparent about the use of AI in policing. In parallel, UNICRI and the BI Norwegian Business School prepared a report titled “Decoding Transparency: How to Foster Public Trust in Responsible AI Innovation in Law Enforcement.” The report examines practical ways that police leaders and practitioners can build and maintain public confidence when introducing AI systems to support public safety. To support these objectives, and building on the above-mentioned report, AI POL is developing clear and practical materials that help law enforcement agencies explain their responsible AI innovation initiatives and engage with the public in order to foster trust. This assignment will contribute to the development of a communication campaign template and supporting materials that can be adapted by law enforcement agencies globally for that purpose.

We are looking for a volunteer with expertise in communication science, media psychology, media research, and digital content development to support the design of materials and research insights that will inform communication strategies for law enforcement agencies, within the project AI-POL: Advancing Innovation, Governance and Responsible AI in Law Enforcement. The goal of the assignment is to support the development of a template for public-facing communication campaign on responsible AI innovation in law enforcement. You will be asked to: (i) Conduct background research on public communication strategies related to emerging technologies, AI governance, and public trust in AI, providing insights from the point of view of communication science and media psychology. (ii) Support drafting a summary report with key takeaways from an expert discussion/workshop on public trust in AI and law enforcement. (ii) Support the development of a communication campaign template that law enforcement agencies can adapt to communicate responsible AI implementation to the public. (vi) Support drafting content for potential dissemination through online platforms and social media channels.
