Context

Working as the back-office hub for the Thailand Country Office, the Regional Office, and the COE on Climate Resilience, the Finance team must align its work with the Regional Office Management Plan (ROMP), the Thailand Country Programme, and the COE’s operational needs—serving nearly 250 personnel across these entities. The Online Volunteer will support in providing technical guidance and advisory support to financial functions, including transaction review, quality assurance, and advisory support to senior management on issues influenced by local administrative systems and national regulatory requirements. This includes financial oversight related to Implementing Partners and Private Sector Fundraising operations.

Task Description

Working as the back-office hub for the Thailand Country Office, the Regional Office, and the COE on Climate Resilience, the Finance team must align its work with the Regional Office Management Plan (ROMP), the Thailand Country Programme, and the COE’s operational needs—serving nearly 250 personnel across these entities. The Online Volunteer will: 1. Support to financial planning and management 2. Provide technical advice on Control of accounts. 3. Advise on Treasury and cash management 4. Knowledge sharing and capacity building The Online Volunteer will support in the ongoing work, reviewing outputs produced by the Finance team, and supporting in ensuring compliance with International Public Sector Accounting Standards (IPSAS), UNICEF Financial Regulations and Rules, policies, procedures, accountability standards, and ethical requirements.

Skills and experience
- Advance university degree in accounting, financial management or financial field is required. - A minimum of 15 years of professional experience in financial management or audit is required. - 10 years of experience in managing partnerships and relationship for programme implementations. - 10 years' experience in managing incomes from Fundraising activities. - 10 years' experience in a UN system agency or organization. - Solid experience in database packages, web based management systems and ERP systems(preferably SAP financial modules). - Experience with IPSAS and/or IFRS - High Fluency in English and Thai (formal written and verbal)
