Mission and objectives

The United Nations Development Programme (UNDP) works in approximately 170 countries and territories, helping to achieve the eradication of poverty and the reduction of inequality and exclusion. The program helps countries to developing policies, leadership skills, partnership skills, institutional capacities, and to building resilience to sustainable development results. UNDP implements several projects in different areas, offering its partners technical, operational and management assistance through access to methodologies, specialized knowledge, specialized advice and a wide international network of technical cooperation. To contribute to human development, poverty reduction and the country's growth in priority areas, UNDP Brazil has a constant mission to align its services with the needs of a dynamic, multifaceted and diverse country. The projects are carried out in partnership with the Brazilian government, international financial institutions, the private sector and civil society.

Context

Project BRA/23/009 aims to develop support tools (new methodologies, pilot actions, studies, and tools) to strengthen innovation initiatives and improve the effectiveness of operations within the Federal Justice System in the State of Ceará, adopting a people-centered justice approach. To achieve these objectives, the project is structured around the following axes: - Axis 1: Plan to strengthen user experience and improve services provided by the Federal Justice of Ceará (JFCE), focusing on effective access to justice, developed and implemented; - Axis 2: Strategy to expand the use of innovation mechanisms and disruptive technologies at JFCE, designed, implemented, and evaluated; - Axis 3: Knowledge management to strengthen access to justice and the effectiveness of solutions proposed by JFCE; - Axis 4: Plan for recognition and appreciation of JFCE staff, developed and implemented; - Axis 5: Plan to strengthen institutional governance capacities at JFCE, developed and implemented; - Axis 6: Efficient project management and knowledge management ensured. The Electronic Judicial Process System (PJe) is a platform developed by the National Council of Justice (CNJ) in partnership with courts, designed for the digital processing of judicial cases, promoting agility, transparency, and efficiency in judicial services. Given the growing demand and technological advancements—especially in Generative Artificial Intelligence—it is essential not only to map existing modules and functionalities but also to integrate modern tools for data analysis, automation, and AI into the PJe ecosystem. This assignment is intended for a professional with practical experience in system development and technological innovation applied to the Judiciary, with expertise in PJe, legal document processing pipelines, and generative AI applications. The UN Volunteer will work in the area responsible for proposing, prototyping, and implementing innovative technological solutions to enhance the effectiveness of electronic case processing, focusing on intelligent automation, information extraction, and integration of large language models (LLMs) into judicial routines. Note: Initially, the volunteer will work for 6 months. Subject to satisfactory performance and project renewal, there may be a possibility of extension.

Task description

Under the supervision of the Federal Judge and Axis 3 Coordinator, the UN Volunteer will provide specialized technical support to management, monitoring, and technological innovation activities related to PJe and Axis 3 initiatives. Responsibilities include: - Develop and prototype solutions based on Generative AI integrated with PJe, including intelligent case query tools, data extraction, and automated generation of opinions and reports; - Implement and maintain processing pipelines for complex legal documents, including advanced OCR, Retrieval-Augmented Generation (RAG), and hybrid search (semantic + textual) for large-scale documents; - Support integration of LLMs and AI APIs into PJe routines and systems using modern protocols such as MCP (Model Context Protocol) and RESTful APIs; - Contribute to mapping and documenting PJe workflows, identifying bottlenecks and proposing improvements based on data analysis and intelligent automation; - Assist in structuring standardized operational workflows to improve integration between technical and business teams; - Support preparation of technical reports, performance analyses, and monitoring of indicators related to Axis 3 technological actions; - Assist coordination teams in technical and business meetings, automated testing, and delivery tracking, ensuring consistency between development and production environments; - Collaborate in producing technical content and training materials for dissemination of developed solutions among JFCE staff; - Perform other related technical activities within the scope of the role as needed.

Skills and experience

Minimum of 2 years of relevant practical experience in systems development and/or technological innovation. Mandatory Skills: - Proven experience with the PJe system, including workflows, modules, and business logic; - Experience in system development using Python or similar languages for automation, API integration, and data processing; - Experience with relational databases (PostgreSQL or equivalent), including modeling, querying, and basic administration. Desirable Skills: - Experience with modern backend frameworks: FastAPI, Pydantic, Node.js or similar; - Experience with Generative AI solutions: LLM APIs (e.g., Claude API, OpenAI), RAG, OCR, NLP, and specialized agents; - Frontend development experience: Next.js, React, TypeScript, Tailwind CSS; - Infrastructure and DevOps experience: Docker, CI/CD, deployment platforms (Railway, Vercel); - Workflow automation tools: n8n or similar; - Knowledge of integration protocols: OAuth 2.1, MCP, REST APIs; - Version control tools such as Git; - Previous experience in the public sector, especially within the Brazilian Judiciary. - Functional Knowledge of PJe: Candidates must demonstrate genuine interest and the ability to understand the functional domain of PJe, including: - Understanding of procedural workflows: facilitates the identification of bottlenecks and the development of solutions aligned with the real needs of system users; - Compliance with business rules: ensures that technical developments and enhancements adhere to legal standards and the specific requirements of the Judiciary; - Systemic perspective: promotes understanding of the impact of technical solutions on the overall effectiveness, security, and efficiency of the system; - Effective communication: supports collaboration with multidisciplinary teams, including judges, court staff, and other professionals involved in the use and management of PJe; - Understanding of the procedural and operational logic of the PJe system: enables the professional to develop solutions aligned with the core functioning of judicial processes.

Living conditions and remarks
The assignment will take place in Fortaleza, Ceará. The duty station is classified as category A (family duty station) with good living conditions and access to healthcare services. Accommodation infrastructure is generally good and there is ample supply. As a National UN Volunteer assignment, the volunteer is responsible for arranging their own accommodation and personal needs. The part-time schedule allows compatibility with other professional activities, subject to applicable regulations. Brazil is classified as a Level 3 (moderate) security environment. The United Nations Department of Safety and Security (UNDSS Brazil) advises maintaining a high degree of caution due to elevated levels of serious and violent crime, particularly in large urban areas. Violent crimes such as assaults, armed robberies, kidnappings, and sexual assaults are frequent. Avoid high-risk urban gatherings and, in the event of an incident, do not resist. Demonstrations may occur at any time and can turn violent without warning. All United Nations personnel must strictly adhere to UNDSS procedures and recommendations throughout their assignment in Brazil.
